Transect Zone Discussion at City Council Work Session to be held June 13

FLAGSTAFF — On Tuesday the City Council Work Session agenda includes a discussion on Flagstaff’s Transect Zoning Code. Citizens interested in the code are encouraged to attend the meeting at 5 p.m. on June 13th located at Flagstaff High School in the Hurley Theater (400 W. Elm Ave.)

The Transect Code, an optional development code within the Downtown Regulating Plan area, is intended to provide the public and developers with a more predictable development pattern (building height, size, streetscape, etc.) that reflects community and neighborhood character.

A work session was held earlier this year where City Council gave direction to staff to identify and present potential short, medium, and long-term amendments. The amendments are:

Short-Term:

  • Create 3 new building types to replace Commercial Block
  • Create an all-inclusive list of allowed building types within Section 10-50. 110
  • Create an all-inclusive list of allowed private frontage types within section 10-50. 120
  • Delete building type and private frontage list found in Section 10-40. 10
  • Create a new Downtown Shopfront private frontage type

Medium-Term:

  • Establish one-building/one-lot development concept
  • Consolidate all Transect standards into one chapter within the Zoning Code or into a separate code

Long-Term:

  • Examine a re-calibration of development standards, including but not limited to;

o   Setbacks, lot coverage, building height and parking

  • Consider an expansion or reduction of the Downtown Regulating Plan area
  • Consider the implementation of a mandatory Form-Based Code

During the discussion, city staff will be looking for general consensus of City Council as to the amendments above. Although, agreement or direction on the specifics are not required to be given.

Other agenda items include a presentation on a Wheeler Park design and discussion about Council appointments to City boards and commissions. The meeting will not be streamed live but a video recording will be posted later in the week at the City website.  As a reminder the public is always invited to attend City Council meetings and have an opportunity to speak about topics.
