Coconino County Vice-chairwoman Lena Fowler issued the following statement, on behalf of the Board of Supervisors, regarding the passing of former Navajo Nation President and Arizona State Legislator Albert Hale.
“We are all deeply saddened and humbled by the passing of Albert Hale, former President of the Navajo Nation and Arizona State Legislator who represented much of Coconino County. Albert was a colleague and friend to many of us and his loss leaves a deep void in our hearts. Navajo people knew him simply as Ahbihay, his grandmother’s name for him. He believed in the Navajo traditions and championed the rights of Native people and tribal sovereignty.”

Fort Tuthill was closed effectively Jan. 30 to the general public with the exception of those who have a scheduled vaccine appointment, a valid Flagstaff Snow Park ticket, or official business at Luke Air Force Base. The public traffic on Jan. 30 for those wishing to use the park for non-ticketed snow play is severely disrupting vaccine administration and traffic flow. Those without a vaccine appointment, a valid Snow Park ticket, or business on the Air Force Base will not be allowed to enter the Park.

The Coconino County Board of Supervisors heard the message clearly at Tuesday’s board meeting: Coconino County’s COVID-19 vaccination efforts are hampered by the lack of available vaccine doses.
Coconino County Interim Health and Human Services Director Kim Musselman informed the Board that the County and medical partners have capacity to administer approximately 1,300 doses of vaccine daily but give fewer than 400 doses each day due to the lack of supply.

The purpose of this message is to inform you that the City of Flagstaff’s Open Space Program proposes to file for a Zoning Map Amendment for the McMillan Mesa Natural Area, application number: PZ-20-00063. The application intends to change the existing Public Facilities and Rural Residential Zoning to Public Open Space Zoning for passive recreation and preservation.
On November 8th, 2016, Flagstaff voters voted in favor of Proposition 413 – Campaign for a Greater Buffalo Park. This proposition restricted the use of approximately 300 acres of City-owned property on McMillan Mesa to public open space and passive recreation. The City Council approved the McMillan Mesa Natural Area major plan amendment (Resolution Number 2018-50) on Tuesday, October 16th, 2018. The next step is to amend the McMillan Mesa Natural Area’s existing zoning from Public Facilities and Rural Residential Zoning to Public Open Space.
A second and final meeting to provide interested community members the opportunity to ask questions about the proposal and provide comments will take place on January 13th.
Coconino County issued the following statement regarding Wednesday’s takeover and illegal invasion of the United States Capitol.
“We are all appalled and distressed at the events on Wednesday at the US Capitol building. Democracy depends on the sanctity and safety of processes and the public square of debate, compromise, and decision-making. Coconino County denounces any seditious effort to subvert the lawful and constitutional duties of any elected official in all levels of government.”
Coconino County Attorney William Ring issued the below statement regarding the mob takeover of the United State Capitol in Washington, DC on Wednesday.
“Like many Arizonans, we watched the lawless takeover of our Nation’s Capitol yesterday with stunning disappointment. The purported cause for the protest – that the losing presidential candidate actually won in a landslide – has no basis in fact or law. And there are courts to peacefully settle those disputes. Out of options, the losing candidate lit a match to a mob that invaded the citadel of our democracy. However, with amazing grace the Capitol Police and the Congress put down the violence and finished our Nation’s business, proving our resilience and our confidence in the rule of law.
On the morning of Monday, Jan. 4, County public health staff vaccinated the first person against COVID-19 at the Fort Tuthill County Park vaccination site and was fully booked for vaccination appointments throughout the day. As part of the vaccine roll out in Coconino County, Phase 1 partners Banner Health Page Hospital, North Country HealthCare (NCHC) and Northern Arizona Healthcare (NAH) began immunizing their frontline healthcare staff in late December. CVS and Walgreens are vaccinating long-term care facility residents and staff directly through a CDC program, Pharmacy Partnership for Long-Term Care. The vaccinations administered at Fort Tuthill and through partner organizations marks a major milestone in Coconino County’s effort to fight the COVID-19 pandemic.
On the evening of Monday, Jan. 4, Coconino County swore in elected officials during a virtual ceremony.
Elected officials taking a term in office after winning election in November of 2020 include the Board of Supervisors, the County Constitutional Officers and Superior Court Judge Cathleen Brown Nichols.
“It’s an honor for all of us to serve the residents of Coconino County. Together, we are ready to face 2021 with optimism and action from the most diverse set of leaders the County has ever had,” said Chairwoman Liz Archuleta. “Challenges from the COVID-19 pandemic will continue to face our community and I know that together we will demonstrate the resilience and leadership our County is known for. On September 29, 2021 from 4:30 to 6:00 p.m. the City of Flagstaff, Coconino County and the Northern Arizona Council of Governments (NACOG) will hold a free open house at 216 West Phoenix Avenue.
The event, held in a former City warehouse, will highlight two items. First, the Northern Arizona Intergovernmental Public Transportation Authority’s (NAIPTA) plans for the property will be showcased, including a new Downtown Connection Center building and channelization of the Rio de Flag.
The COVID-19 testing site at Fort Tuthill County Park in Flagstaff will operate on a modified schedule for the upcoming New Year’s holiday. The hours are as follows:
Monday, Dec. 28-Wednesday, Dec. 30: 10 a.m. to 3 p.m.
Thursday, Dec. 31 & Friday, Jan. 1: Closed
Saturday, Jan. 2: 8 a.m.-12 p.m.: Saliva testing only
Appointments are required for COVID-19 saliva tests, administered by Arizona State University (ASU), at Fort Tuthill. Gov. Doug Ducey recently named Coconino County Deputy County Attorney Brian Furuya to the Arizona Court of Appeals, Division I.
Furuya joined the Coconino County Attorney’s Office as Deputy County Attorney in January of 2016. During his time with the County, Furuya was responsible for health code enforcement litigation and zoning, among others.
The holidays usually are a time to spend with loved ones celebrating family traditions. As cases of COVID-19 continue at an upward trajectory in Coconino County and many locations across the country, the holidays will require extra safety precautions.
Gatherings with family and friends outside of your household can increase the chances of getting or spreading COVID-19 or the flu. Celebrating virtually or with members of the same household who are consistently taking measures to reduce the spread of COVID-19 poses the lowest risk for spread. Travel also increases the chance of getting and spreading the coronavirus. Staying home is the best way to protect yourself and others.
All Coconino County administrative offices will be closed Friday, Dec. 25, and Friday, Jan. 1, for the Christmas and New Year Holidays.
While the administrative offices at the Sheriff’s Office will be closed, Dispatch, Patrol and Detention will be open. Records will be open on Thursday, Dec. 24 from 8 a.m. until noon, closed on Friday Dec. 25 and open on Friday, Jan. 1 from 8 a.m. – 4 p.m., with limited staffing. Please dial 9-1-1 for emergencies. Coconino County has appointed Wes Dison as Emergency Management Director, pending expected confirmation by the Board of Supervisors at their January 5th meeting.
“Wes has served as the Interim Emergency Management Director for more than six months. He joined us at the beginning of one of the largest emergencies this County has experienced and has served as an integral member of the COVID-19 Incident Command Team. Wes brings the skills, experience and commitment to excellence that equip him to help the County and our partners succeed,” said County Manager James Jayne.
The Coconino County COVID-19 Response Team is planning for the arrival of the first COVID-19 vaccine shipment, expected to be delivered in late December. The vaccine roll out in Coconino County is anticipated to begin in early January.
On December 11, the Food and Drug Administration (FDA) issued the first emergency use authorization (EUA) for the Pfizer’s COVID-19 vaccine. The Moderna application for EUA for its COVID-19 vaccine is expected to be reviewed soon.
Operations are ending on the first phase of steep slope treatment on the Bill Williams Mountain Restoration Project.
The Bill Williams Steep Slope 1 Project successfully thinned 300 acres of dense standing trees and removed dead and down trees on the mountain located just outside of the City of Williams utilizing ground-based, helicopter and hand thinning operations.

Visitors should also plan ahead and anticipate temporary road closures and poor driving conditions whenever winter storms pass through the area.

The need for donations is greater than ever due to COVID-19. The Flagstaff Family Food Center estimates that since the beginning of the pandemic, the demand for its hunger relief programs have increased by 80%. The Center feeds 2,000 people a day, 365 days a year.

Coconino County was honored with the Inclusive Workplace Award recently by the Diversity Leaderships Alliance (DLA).
The DLA works in coordination with the Arizona State affiliate of the Society for Human Resource Management (AZSHRM) to recognize Arizona individuals, corporations and organizations that lead by example and create an inclusive environment that strengthens the community. Coconino County was recognized with the 2020 Inclusive Workplace Award, selected among other worthy organizations including ADP, Cox Communications, CSAA Insurance Group and the U of A College of Medicine.
Natural disasters and climate change impacts are increasing in both frequency and impact nationwide. To meet this challenge, Coconino County is updating its Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) – a plan that guides county-wide efforts to reduce the risk of hazards such as fires and floods. However, for this planning effort to be successful, the county needs input from the people who work and live within its boundaries. To start collecting this input, the county has released a Hazard Mitigation Planning Survey on its website, which can be accessed at https://coconino.az.gov/2474/Hazard-Mitigation-Plan.

The biggest cause of slips and falls when exiting a vehicle is human error and failure to follow the “Three Point Rule”. The Three Point Rule requires three of four points of contact to be maintained with the vehicle at all times – two hands and one foot, or both feet and one hand.
Coconino County has lifted all fire restrictions on private lands in the unincorporated areas of the County in coordination with similar actions by Coconino National Forest and Kaibab National Forest, as well as other agencies in the area.

(The Census Bureau has received an extension for the 2020 Census and will complete their counting efforts on October 31)
Coconino County urges all residents to complete the Census which can be done in less than 10 minutes. The Census can be completed in a variety of ways, including online at https://my2020census.gov/ or by calling 1-844-330-2020.
The current self-response rate in Coconino County is 45.6% as of today, while the rest of Arizona is at 63.2%.
Coconino County’s Wildfire Defense Ordinance remains in effect due to dry conditions throughout the County. The open fire ban has been in place since earlier this spring due to dry conditions and lack of monsoon rains.
The County does wish to clarify that the ordinance and the fire ban do not apply to open fire maintained indoors in a fireplace for providing warmth. As temperatures drop overnight, the open fire ban does not apply to keeping residences warm and safe through controlled open fires in fireplaces or wood stoves.
