The artists displayed and sold a variety of their print work during the event, many which touched on Day of the Dead and the Mexican graphic art tradition. They also demonstrated their ink screen making talents, with patrons purchasing an array of clothing featuring their artwork.
COCONINO COUNTY — Early voting in Coconino County began Oct. 9 and early ballots have been mailed.
Since there are many elected offices and propositions to vote on this year, remember to vote on both sides of the ballot, and find your local propositions toward the bottom of the ballot. Local ballot initiatives have the most direct impact on communities because counties, cities, and towns provide essential services like law enforcement, road maintenance, healthcare, and disaster response to residents.
FLAGSTAFF — The voter registration deadline for the November 5, 2024 General Election is Monday, Oct. 7, 2024.
To register to vote, an individual must be a U.S. citizen, 18 years old by Election Day, reside within Coconino County and have no felony convictions, unless civil rights have been restored.
Registered voters who have moved, changed their name or wish to change their political party affiliation must re-register.
COCONINO COUNTY — A Health and Human Services Open House will be held on from 5 to 7 p.m. Wednesday, Oct. 2 at 2625 N. King St., Flagstaff. Proposition 482, Proposition 487, and Proposition 488 will be on the ballot this year.
“There are many important propositions on the ballot this year,” said Coconino County Elections Director Eslir Musta. “And for some voters, it will be a rather lengthy ballot, so it is imperative that voters take advantage of education opportunities so that they can know their vote before they go to the polls.”
This pamphlet, presented in both English and Spanish, contains the official language of Proposition 482 as well as the language of a YES vote and a NO vote as they will appear on ballots in November.
Also included in the pamphlet are the detailed description of Arizona’s Constitutional Amendment setting the County’s base expenditure in 1980, Frequently Asked Questions, and statements from community members regarding their thoughts about Proposition 482.
“Coconino County is no stranger to wildfire,” Vasquez said. “We have endured 9 major wildfires that have burned over 250,000 acres since 2010, and since 2017, the County Board of Supervisors has acknowledged that wildfire and post-wildfire flooding are the two greatest public safety threats to our people. That is why we have embarked on a Forest Restoration Initiative and used local Flood Control District tax dollars to leverage federal investment in forest restoration.”
COCONINO COUNTY — Coconino County voters will see a long 19-inch ballot this November, and City of Page precincts 72, 73, 74, and 54 will see a two-page, four-sided ballot for the first time in the county’s history.
The ballot will include federal, state, county and local races for elected office, and state propositions on the front side and propositions by citizens petitions, or referrals from the state legislature and local jurisdictions on the back side of the ballot. There is a minimum of 14 propositions on every ballot
Starting Monday, August 26, Old Route 66 will be closed for up to 65 days between N. Cool Pines Road and N. Sherwood Forest Road to reconstruct the box culvert. During this period all traffic will be detoured along E. Pittman Valley Road.
“Everything worked as intended,” said Lucinda Andreani, Coconino County Flood Control District Administrator. “The flows we observed on August 7th were by no means the largest we’ve seen in the area, but they were significant enough to indicate that the system is functioning well.”
This is the fifth consecutive year the Coconino County Information Technology Department has placed in the Top 10 counties within the up to 150,000 population category. The County is being recognized for Aligned Leadership, Cybersecurity, Constituent Centric, Data Driven Government, IT Investments, Resilience, Continuous Innovation, Connected Infrastructure, and Business Process Alignment. Some of the accomplishment areas to highlight are the citizen assistance application known as SeeClickFix, Digital Transformation, IT Security, and evacuation map enhancements.
COCONINO COUNTY — On Nov. 5, 2024, Coconino County will hold an election asking voters to allow Coconino County to permanently adjust its 1979-80 base expenditure by the amount of $7.7 Million.
The additional expenditure authority would be used for County services and programs, including but not limited to law enforcement, road improvements and maintenance, emergency response, and other County services. The ballot question relates only to an adjustment in the base expenditure; it does not involve or result in a tax increase or decrease.
COCONINO COUNTY — Coconino County has seen an increase in hantavirus activity. Three hantavirus cases have been reported in the past 15 months, two of which have died (67% mortality rate). Previously, Coconino County’s last reported hantavirus case occurred in 2016.
Arizona has also been experiencing an increase in hantavirus activity. From January 1 to July 1, 2024, seven human cases of Hantavirus Pulmonary Syndrome (HPS) have been confirmed, resulting in three deaths in Arizona.
COCONINO COUNTY — After consultation with partner agencies in the region, Coconino County Emergency Management (CCEM) and the County Manager’s Office will be downgrading the County’s fire restrictions to Stage 1 on Friday June 28, 2024 at 8 a.m.
During Stage 1 fire restrictions the following activities are prohibited at all times, unless exempted by the County’s Wildfire Defense Ordinance:
Igniting, building, maintaining, or using a fire, including fires fueled by combustible materials such as wood, charcoal, briquettes, and/or coal.
Smoking outdoors.
Use of explosive targets, tracer rounds, or incendiary ammunition.
COCONINO COUNTY — Representatives from both Coconino and Kaibab National Forests have indicated their intent to move to Stage 2 fire restrictions Friday, June 21 at 8 a.m. Per Coconino County Ordinance 2024-01, Coconino County Emergency Management (CCEM) will implement Stage 2 fire restrictions in all unincorporated areas of the County at the same time.
Under the County’s Stage 2 restrictions the following activities are prohibited at all times, in all County jurisdictions:
Igniting, building, maintaining, or using a fire, including fires fueled by combustible materials such as wood, charcoal, briquettes, and/or coal.
Smoking outdoors.
Use of internal combustion engines for common household-only activities, such as landscaping or property maintenance and repair.
Use of explosive targets, tracer rounds, or incendiary ammunition.
Outdoor mechanical and industrial operations such as welding and/or the use of acetylene or other torch with an open flame.

COCONINO COUNTY — Coconino County’s Court Appointed Special Advocate (CASA) Program is urgently seeking applications from interested residents to volunteer to make a difference in the lives of children in our County.
CASA volunteers are appointed by County judges to advocate for abused and neglected children. They help guide them and protect their rights as they move through the court system towards a safe and stable permanent plan. Volunteers collect information, attend court hearings, and stay with each child’s case until it is closed.
COCONINO COUNTY — In today’s world, a strong, high speed internet connection is essential; in Coconino County, there are unserved and underserved areas that could use a boost.
The State of Arizona recently received $993.1 million in federal funding for the BEAD (Broadband Equity, Access, and Deployment) program to do just that.
The program requires the Arizona Commerce Authority to allow customers to challenge the accuracy of their internet speed. Residents have until May 14 to participate in a series of speed tests to determine if their area is unserved or underserved by broadband internet. The BEAD funds must be spent in these unserved or underserved areas.
COCONINO COUNTY — Coconino County Deputy Manager and Flood Control District Administrator Lucinda Andreani testified to the U.S. Senate Committee on Homeland Security and Government Affairs on the federal response to the threat of wildfire and post-wildfire flooding. …
“I can tell you firsthand: The scale of these crises rapidly overwhelms the capacity of local governments,” Andreani said during her opening remarks. “While there are opportunities for federal support, much must be done to improve the accessibility, immediacy, and effectiveness of the federal response to the wildfire crisis.”
“Since 2022, post-wildfire flooding impacts from the Pipeline Fire have severely impacted the interstate travel corridor of Highway 89, the Navajo Nation road system, and surrounding communities. It is imperative that we continue to construct flood mitigation infrastructure in this area to reduce the threats to our community and regional economy” said Jeronimo Vasquez, Chair of the Coconino County Board and Supervisor for District 2. “Thanks to the Congressionally Directed Spending funds recently secured by Senators Mark Kelly and Kyrsten Sinema, we now have more resources to make this much needed infrastructure a reality.”
FLAGSTAFF — Coconino County voters that will be unable to go to their polling location on Election Day, March 19 may vote at an emergency early voting location on Saturday, March 16; Sunday, March 17; or Monday, March 18.
Voters taking advantage of emergency early voting will be required to complete a form stating that they have an emergency and need to vote an emergency early ballot. They do not need to disclose the specifics of their emergency.
Voters with non-health related emergencies, such as having to be out of town on Election Day, may also cast an emergency early ballot.

COCONINO COUNTY — The Coconino County Public Works Department, in conjunction with Yavapai County, closed Stoneman Lake Road between I-17 and Lake Mary Road on noon, March 14 due to a multi-day winter storm that is forecast to impact the region starting tonight.
This closure is necessary for public safety due to the possibility of whiteout conditions from drifting heavy snow. When drifting occurs, visibility becomes limited and there is an increased difficulty for County snowplow operators to keep the road clear of snow. Stoneman Lake Road will remain closed until weather conditions allow for the County to safely reopen it.
One confirmed and one probable case of measles has been reported in Coconino County. Coconino County Health and Human Services is actively conducting disease surveillance and identified five public locations where people may have been exposed to measles.

Community members are invited to celebrate 20 years of the Sustainable Building Program. The community inspired program, which began in 2003, came out of a desire from county residents for an easier path to building sustainably.
They also saw a need for more community education and awareness about sustainable building practices, methods, technology, and innovations. COCONINO COUNTY — Coconino County’s contractor is preparing to break ground on the second phase of a project to improve travel lanes and shoulders along Lake Mary Road.
The $1.7 million Lake Mary Road Mill & Fill Project: Phase 2 includes the milling of existing pavement and the subsequent installation of 1.5” Polymer Modified Asphalt Concrete along the travel lanes and road shoulders of two sections of Lake Mary Road totaling approximately 3.6 miles.
COCONINO COUNTY — Two recent pre-wildfire studies from the Coconino County FCD confirm there is a significant wildfire and post-wildfire flood threat in the Upper Rio De Flag Watershed above Flagstaff, with potential to cause substantial economic impacts to the region.
“The creation of the Baaj Nwaavjo I’tah Kukveni – Ancestral Footprints of the Grand Canyon National Monument forever protects almost a million acres of land around Grand Canyon from future uranium mining. However, existing mining permits remain in effect,” District 1 Supervisor Patrice Horstman said. “The Pinyon Plain mine is extracting ore and threatens the very existence of the Havasupai people and their homeland.”
COCONINO COUNTY — The Coconino County Criminal Justice Coordinating Council (CJCC) is pleased to release its Justice Statistics dashboard. The dashboard is designed to provide Coconino County residents with a high-level overview of criminal justice system activity.
It was created through a collaborative effort between multiple Coconino County and City of Flagstaff agencies and will provide residents with important information on community safety, diversion programming, and the overall operation of their criminal justice system. Residents will be able to view current data as well as long term trends in areas such as arrests, diversion program completion, Superior Court caseload, and successful probation completions, among others.

COCONINO COUNTY — The Coconino County Elections Department announced (this week) the opening of the new Elections Center in Flagstaff. The ribbon cutting ceremony took place on Monday, Jan. 22, 2024, and was attended by local dignitaries, including Arizona SOS Adrian Fontes.
The new Elections Center, spanning 9,000-square-feet, provides space for the entire Elections Department staff to work on-site, consolidating operations under one roof.
Coconino County is ready for the inaugural snowstorms of 2024, the first of which hit northern Arizona late Wednesday and is forecast to continue through Thursday.
Public Works crews have been working through the night to keep County roads open and passable during the storm and the Facilities Management team is preparing County buildings for cold and icy conditions.
According to the National Weather Service a second, stronger snowstorm with higher snowfall accumulations is forecast for the region starting early Sunday.
This storm has already created hazardous travel conditions due to slick, snow covered roads and periods of reduced visibility. Mountain travel delays are expected, and motorists are advised to plan trips accordingly or delay travel if necessary. Very cold and potentially dangerous temperatures are forecast following this storm.

COCONINO COUNTY — Coconino County is ready for the first snowstorm of the 2023-2024 winter season, which is forecast to hit Northern Arizona late Wednesday and continue into Saturday.
Public Works crews are geared up to keep County roads open and passable during the storm and the Facilities Management Department is preparing County buildings for cold and icy conditions.
The National Weather Service in Bellemont has issued a Winter Weather Advisory beginning Thursday at 5 p.m. through 5 a.m. Saturday. According to the advisory, total snow accumulations between 2 and 8 inches are expected, with snow falling as low as 5000’ and hazardous impacts occurring above 7000’.
The Coconino County Board of Supervisors (Board) met in special session (Nov. 29) to continue the process of filling the upcoming vacancy in District 3.
During the public meeting the Board conducted thorough interviews with the five remaining candidates who have applied to fill the vacancy through 2024. Two candidates who did qualify to fill the vacancy removed themselves from consideration prior to today’s session.

The Commission on Trial Court Appointment Nominating Committee for Coconino County Supervisorial District 2 is seeking non-attorney applicants for the Trial Court Commission.
For more than 40 years Arizona citizens have benefited from a judicial merit selection and retention system. Merit selection is a way of choosing judges that uses nonpartisan commissions to investigate and evaluate applicants for judgeships. The commissions then submit the names of at least three highly qualified applicants to the Governor. The Governor appoints appellate court judges statewide and trial court judges in Coconino, Maricopa, Pima, and Pinal counties from lists of nominees submitted by the judicial nominating commissions.
COCONINO COUNTY — At a Special Session of the Coconino County Board of Supervisors (Board) on Tuesday, Oct. 24, the Board discussed several proposed procedures for accepting and reviewing applications to fill the upcoming vacancy in District 3.
The seat will become vacant on Jan. 1, 2024 after the retirement of Supervisor Matt Ryan at the end of this year. Arizona Revised Statutes (ARS) provide limited qualifications for applicants. In this case, the applicant must reside full-time at a physical address within the current District 3 boundary. Furthermore, the applicant must be registered with the Democratic Political Party, as ARS mandates the position be filled by a member of the same political party as the incumbent. Supervisor Ryan was elected to the position in 2020 as a Democrat.
COCONINO COUNTY — The Schultz Creek Watershed Restoration Project, a $5.4 million joint effort of the Coconino County Flood Control District and the Coconino National Forest, will enter its second and final phase of construction.
The Schultz Creek Watershed Restoration Project, a $5.4 million joint effort of the Coconino County Flood Control District and the Coconino National Forest, will enter its second and final phase of construction as contractors begin channel stabilization in roughly 4 miles of upper Schultz Creek.
The Schultz Creek Watershed is one of nine watersheds that were badly burned during the 2022 Pipeline Fire. Post-wildfire flooding and erosion through Schultz Creek contributed to repeated flooding and destructive sediment deposition in downstream Flagstaff neighborhoods.
COCONINO COUNTY — The Wildland Fire Mitigation and Management Commission released their report to Congress this week, urging “swift action to advance the holistic solutions needed to reduce the risk of wildfire to the nation.”
The Commission, which included Coconino County Deputy Manager and Flood Control District Administrator Lucinda Andreani and a bipartisan group of 52 other leaders from governmental, tribal, scientific, private industry and nonprofit backgrounds, spent the last year conducting a “sweeping review” of the wildfire system in the United States. The fruits of this review have now been released in a report that includes 148 recommendations for Congressional action.
COCONINO COUNTY — Property tax notices will be mailed out the week of September 24, 2023. Property owners may view their property tax information online at the County Treasurer’s website, www.coconino.az.gov/treasurer.
In August of this year, the Coconino County Board of Supervisors (Board) approved and adopted the 2023 property tax rate schedule for all taxing jurisdictions within the County.
COCONINO COUNTY — The Coconino County Board of Supervisors is asking for the public’s input into proposed amendments to the County’s Outdoor Lighting Standards Zoning Ordinance, commonly known as the Dark Sky Ordinance.
These amendments were recommended by the County’s Community Development staff and the Planning and Zoning Commission after recent studies suggested the Ordinance be brought up to date with current lighting technology, and to mirror standards already implemented by the City of Flagstaff.
Coconino County’s Administrative Offices at 219 E. Cherry Ave. and the County Attorney’s Office at 110 E. Cherry Ave. will be closed in observance of the Labor Day holiday Monday, September 4, 2023.
Offices will return to regular operation on Tuesday.

COCONINO COUNTY — Chairman Jeronimo Vasquez has authorized an official emergency resolution regarding the flooding in the community of Tusayan that occurred on Tuesday of this week.
In adopting this resolution, the Board is authorizing County Emergency Management and the Sheriff’s Office to issue further shelter in place or evacuation orders should another significant rainfall event affect this community. It also assists with requests for State and Federal assistance to aid in the clean up and repairs to public infrastructure.
Tuesday’s storm produced an estimated three inches of rainfall in less than one hour, concentrated over a wash east of Tusayan. The wash was soon overwhelmed, flooding the Grand Canyon gateway community with up to three feet of water by 5 p.m. that evening. Coconino County Sheriff’s Office, Emergency Management, and Flood Control District staff arrived soon after to assess the situation and assist the Town of Tusayan in setting up a local incident command center. A temporary order to boil tap water for drinking has been lifted after testing confirmed no bacterial contamination present.
Coconino County communities might see more precipitation over the weekend and into next week as the result of Tropical Storm Hilary.
The Flood Control District, Public Works, and Coconino County Emergency Management are working closely with NWS Flagstaff to monitor potential rainfall and post-wildfire flooding in our towns and neighborhoods.

COCONINO COUNTY — Following completion of their regular business Tuesday night, the Coconino County Board of Supervisors held a final public hearing regarding Ordinance 2023-22 before voting unanimously to adopt the new regulations for Short-Term Rentals in the County.
The ordinance will now take effect after 120 days on November 14, 2023.
The ordinance clearly defines a Short-Term or Vacation Rental as the short-term rental of any dwelling or portion of any dwelling for a period of less than 30 consecutive days. Further, Vacation Rentals are only permitted in habitable dwellings permitted by the County. This means that garages, sheds, tents, temporary travel trailers and recreational vehicles, temporary structures, or other structures that do not meet the standards for a dwelling may not be rented.

COCONINO COUNTY — Coconino County Public Works recently kicked off a project to inventory the condition of over 300 miles of paved roads that are maintained by Coconino County.

FLAGSTAFF — A new and improved Rio de Flag crossing at Slayton Ranch Road opened to traffic (July 20) less than four months after the old crossing was washed away by heavy snowmelt flows.
The $552,000 Slayton Ranch Road – Rio De Flag Crossing Improvement Project features an upsized drainage structure to better accommodate future flows in the Rio. The project, which broke ground in early May, includes a cast-in-place concrete arch structure under Slayton Ranch Road along with headwalls and water inlet and outlet protection.

If approved by the Board, it will soon be unlawful to rent, or to offer to rent, a vacation or short-term rental property without first complying with the provisions of the ordinance. The purpose of this ordinance will be to protect the public health, safety, and welfare of owners and users of vacation and short-term rental properties in the unincorporated area of the County, and to protect the residential character of neighborhoods and surroundings that are adjacent to vacation and short-term rental use.
COCONINO COUNTY — Recently, Coconino County and the City of Flagstaff completed a successful test of the flash flooding siren system along Spruce Wash. This test ensured that critical system enhancements functioned properly prior to the 2023 monsoon season.
FLAGSTAFF — More than 90 entries took part in the annual Flagstaff 4th of July Parade presented by the Greater Flagstaff Chamber of Commerce.
This year’s festivities began in the far northern reaches of Beaver Street, through downtown and up through San Francisco Street.
Members of the Coconino Hispanic Advisory Council (CHAC) once again took part in the annual event, participating with the Coconino County entry.
COCONINO COUNTY — Coconino County’s contractor is preparing to break ground on the Lake Mary Road Mill & Fill Project.
This $1.95 million project will replace the existing pavement in travel lanes along the 6.4-mile stretch of Lake Mary Road from the Flagstaff city limits south to approximately Milepost (MP) 333, which is just north of the Upper Lake Mary boat dock and recreation area.
C & E Paving & Grading is scheduled to work weekdays during daylight hours with some weekend work possible. Traffic control will be in place to guide vehicles through the construction zone.
COCONINO COUNTY — Stage 1 Fire Restrictions will begin Thursday, June 29, 2023 at 8:00 a.m. in all unincorporated areas of Coconino County.
With the potential for continued warm, dry, and windy conditions throughout Northern Arizona in the coming days, both the Coconino National Forest and the Kaibab National Forest – Williams Ranger District will begin Stage 1 Fire Restrictions this Thursday, June 29, 2023 at 8:00 a.m. The Coconino County Board of Supervisors (Board) and County Manager’s Office have directed Emergency Management (CCEM) to do likewise in all unincorporated areas of the County.
COCONINO COUNTY — Coconino County Clerk of the Superior Court and Jury Commissioner Valerie Wyant has recently received reports from concerned residents regarding phone scams where they were contacted by an individual impersonating the Jury Commissioner and asking for personal information in an aggressive manner.
This person has been reported as using aggressive and threatening language, attempting to confirm personal information (addresses, phone numbers, date of birth, and email addresses), and informing citizens a warrant has been issued for their arrest.
Coconino County’s Administrative Offices and Superior Court will be closed in observance of the Memorial Day holiday on Monday May 29, 2023, and will reopen for business on Tuesday.
The Coconino County Sheriff’s Office (CCSO) Records Division will be available between 8 a.m. and 4 p.m.
This year, Coconino County’s Facilities Management Department has applied for and been awarded a grant from the EPA in the amount of $573,615 to fund the clean-up of hazardous materials within the former County Jail in downtown Flagstaff.
The County has owned and operated this property, located adjacent to the historic County Courthouse, on W.C. Riles Street between Birch and Cherry Avenues as the County Jail from 1892 until 2000.
In June, The Coconino County Board of Supervisors will be considering a long-term debt proposal in Coconino County.
The long-term debt will be used to finance the costs of road, transportation, and public safety projects in and for the County, acquisition of equipment, land and buildings, and construction, maintenance and improvements to County facilities, properties, and infrastructure.
The total estimated financing cost will be $89.9 million consisting of an estimated principal amount of $80 million and total estimated interest of $9.9 million.
