The ordinance requires parking restrictions from County maintained rights-of-way during snow season and for the enforcement of parking restrictions either by citation or towing.

It’s hard for some Arizonans to imagine. But there are communities all over the state where families can’t get internet, or even reliable phone service. Most of us can’t picture going through life without that, but for many, it’s a daily reality. Driving to the top of a hill to get cell service; hour-long bus rides to get to school; roads that are virtually unpassable in the winter. And for those on tribal communities the challenges might be even more basic – many households lack running water or electricity, or both.
As you cast your ballot this year, keep them in mind. These are some of our most vulnerable populations and they need the support and resources that both government and nonprofit groups provide.
Whatever your concerns are, they can be reflected in your vote. For rural communities in Arizona, there are resources and support, but at times, the resources available aren’t always reflective of the community’s immediate needs. During the pandemic, as teachers often do, many teachers continue to use their personal devices and other self-purchased tools to make it through this year.

Fall is in the air and the oak and aspen trees around the museum are turning gorgeous colors. This is the time of year when we would normally be preparing for Celebraciones, but of course we are not able to have such a large gathering this year. Instead, we’re celebrating Dia de los Muertos with two beautiful community ofrendas. One is in the museum building courtesy of Flagstaff Nuestras Raices and the other in our Colton Community Garden. I hope you’ll come see them.
As the colder weather and shorter days bring us inside, the museum offers many experiences to enjoy indoors, whether by signing up for the Docent Training program, embarking on a virtual trip through the Grand Canyon with geologist Wayne Ranney, or coming to visit the museum. The staff and I look forward to seeing you at MNA, online or in person.

We’ve hired a new Executive Director! Michele James has lived and worked in Flagstaff for over twenty years and brings her knowledge of Flagstaff and love of the community to her new leadership position.
With a background in both science and art, including a master’s degree in Sustainable Communities (NAU) and a bachelor’s degree in Wildlife Biology & Technical Journalism (Colorado State University), Michele has spent two decades doing advocacy work on northern Arizona ecosystems.
Michele has been a wildlife biologist with Grand Canyon National Park and U.S. Fish and Wildlife Service, a research coordinator for NAU’s Fossil Creek restoration, a species conservation program manager with the Grand Canyon Trust, and a stakeholder with the Flagstaff Forest Partnership. Most recently, she has been on the NAU faculty, teaching interdisciplinary courses related to sustainability, climate change, art as an advocacy tool, and civic engagement.

In the midst of the festival week each artist will each be discussing one of the paintings they have completed thus far in the festival during a panel discussion by the artists on Wednesday October 28th at 5pm Arizona time. The theme, “The Process of Art ” allows artists to focus attention on any aspect of the process, from the discovery of subject matter to composition, to brushwork and color choices. Today, Friday, October 23, 5:00 pm, is the deadline for voters to request an early ballot to be mailed to them. The Elections Office has already sent out almost 70,000 ballots to our registered voters. In the first ten days of early voting, over 30,000 voted ballots have been returned. Our voter registration team is very busy verifying signatures and processing the voted early ballots.

The station normally closes for the winter season on the last Saturday of October; however, because the threat of wildfire remains extremely high, the station will remain open during its normal hours on Fridays and Saturdays from 9 a.m. – 5 p.m. through Saturday, November 14 for the free deposit of green waste only.

“As a testament to Kevin’s international work we had participants from England, Canada, the Netherlands, Belgium, Texas, Virginia, Pennsylvania, North Carolina, Arkansas, and of course, all over Arizona,” said Virginia Watahomigie, executive director of CCC&Y. “This piece is an argument for moving away from treating individuals, community members and families as the “recipient” of services, from medicalizing unlivable lives, from not acknowledging systems of injustice and a move toward the scientifically-based call to action of participation, truth and community healing.”

The Flagstaff City Council provided direction to rename Agassiz Street due to Louis Agassiz’s history of racism at their June 16, 2020 meeting. In August and September of 2020, city staff held virtual town hall meetings to collect suggestions for a new street name from the public. Each suggestion was vetted by Emergency Services, the Postal Service, the city of Flagstaff and Coconino County to ensure that it could be implemented safely.
Victim Witness Services for Coconino County is doing a Campaign for Healthy Relationships throughout Coconino County. While it is important to recognize that domestic violence is a real problem that people deal with daily, we also want to recognize a way to prevent it is by knowing about and striving for healthy relationships.

I find it difficult to believe, but we are halfway through the Fall semester here at Coconino Community College.
Although the COVID-19 pandemic has profoundly affected the way we deliver courses at the college, our students have continued to make progress toward achieving their educational dreams a reality.
Some of our students have also told us, frankly, that as soon as it is safe to do so, they would like to see a return of in-person classes at CCC. We are listening, and we are planning, if it is safe to do so in the Spring semester, to offer a percentage of our courses in-person to help those students who thrive in a face-to-face setting. Social distancing, face coverings and other health measures will continue to protect students and instructors. If all in-person classes that students are interested in fill up, I invite them to take advantage of CCC’s new “waitlist” feature to save a place in line if a seat in an in-person course opens.
This year the Sedona Arts Center’s most popular annual event, the Sedona Plein Air Festival will be a first of its kind—an all-woman-event—in celebration of the Arts Center’s “Year of the Woman.” The Arts Center has explored a variety of themes in past Plein Air Festivals, from Art and Wine, to Native American Culture, to a Figurative Salon complete with a speakeasy! This year, due to global circumstances, the Arts Center decided to hold the festival entirely online, available to anyone with access to an internet connection.

The Flagstaff Downtown Business Alliance (FDBA) is pleased to announce a new Small Business Grant Relief Program to help small businesses as they continue to face the financial impact related to COVID-19. The first round of this program has contributions totaling $30,000, provided by the City of Flagstaff, Coconino County and Northern Arizona University.
The U.S. Environmental Protection Agency (EPA) recognized the city of Flagstaff Water Conservation program with a 2020 WaterSense Excellence Award for promoting WaterSense and water efficiency in 2019. The Water Conservation Program offers rebates to both businesses and homeowners to install WaterSense labeled toilets, showerheads and faucet aerators. This resulted in thousands of fixture replacements in 2019.

The Coconino County Recorder’s office has mailed 65,300 early ballots to registered voters for the upcoming November 3 General Election. Early voters that are on the Permanent Early Voting List (PEVL) and have not received their ballots by Tuesday, October 13 should call the Elections Office at 928-679-7860 or 800-793-6181 to make sure there is not a problem with their voter registration status or mailing address.
The Jay Lively Activity Center, which is the City’s ice rink, will begin a tiered reopening on Oct. 12 at 12 p.m. The center will only open to the following groups: Flagstaff Avalanche High School Hockey, Flagstaff Figure Skating Club, Flagstaff Youth Hockey Association, and Just for Fun Hockey Club, based on rental agreements and ice time reservations. During the first tier of reopening, the ice arena will not be open to the general public.
When you ask local manufacturers to describe 2020, the words that keep popping up are things like unexpected, rollercoaster and whirlwind. For the food and beverage sector, one more word could be added to the list: expanding.
Despite the challenges of this year, several local manufacturers of food and drink have taken the plunge with plans to expand current facilities or move growing companies into new locations. Some pivoted their businesses to produce other items needed because of COVID-19. Still others found themselves scrambling to meet exploding demand.

Sisters Teneesha and Lakeesha Todacheene of the Page area have their sights on becoming nurses, and thanks to the Coconino Community College Foundation, they can afford to pursue their dream.
“I always dreamed of becoming a nurse, and my ultimate goal is to become a nurse practitioner,” Lakeesha said. “I’ve always been inspired to help people.”
Taking classes on our campus in Uptown Sedona affords the opportunity not only to explore the arts, but also to meet new neighbors and immerse yourself in the Sedona arts community. Ongoing instruction is available in painting and ceramics and members receive a 10% discount.

The County does wish to clarify that the ordinance and the fire ban do not apply to open fire maintained indoors in a fireplace for providing warmth. As temperatures drop overnight, the open fire ban does not apply to keeping residences warm and safe through controlled open fires in fireplaces or wood stoves.
Persons needing utility assistance for electric, gas, wood, water and propane (100 gallons or more) are asked to call Coconino County Health and Human Services, Community Services at 928-679-7453. I am writing to you today to spread the word about the need for volunteers to support the American Red Cross response to disasters like Hurricanes Laura and Sally and the wildfires that are raging out west. As you are aware 2020 has presented us with a series of unprecedented disasters with the added challenge of operating during a global pandemic. The Red Cross is up for the challenge to respond to disasters both here in Arizona and across the country, but we need the help of our community to bolster our available workforce.
We have a critical need for volunteers who are licensed healthcare professionals as well as people to help with sheltering. We are operating a little differently this year to provide the safest environment possible for our workforce and the clients we serve, but our mission to provide shelter to people displaced by disasters remains the same.

The Coconino Community College Construction Technology students are starting simple by building tool boxes, but by the end, they will build a 5-foot by 8-foot shed that will contain everything necessary for the building of a house.
The Flagstaff City Council declared a Climate Emergency on June 23, 2020. The declaration commits Flagstaff to update its Climate Action and Adaptation Plan to achieve carbon neutrality by the year 2030 while supporting a collaborative climate action mobilization effort that will require full community participation.
Welcome to Manufacturing Month!
Nationwide, the industry uses the month of October to showcase the potential of modern manufacturing and generate interest in manufacturing careers. According to the Manufacturing Institute, the sector will be looking to fill 4.6 million high-skill and high-paying jobs over the next decade.
Northern Arizona has a wide range of manufacturing businesses in the region, from the area’s largest private employer, W.L. Gore, to smaller companies producing everything from defense products to spices.
Even epic exhibitions must end. After an amazing year, “The Force Is With Our People” exhibition is in its final month. This exhibition of Native art inspired by Star Wars opened last October to a gallery packed with museum members, Stormtroopers, Ewoks, and Tusken raiders. It went on to receive national and international attention and was recognized with a Viola Award for Excellence in Visual Arts. If you still haven’t seen “The Force Is With Our People” or were meaning to come see it again with friends, I encourage you to come before it closes on October 25.
The city will accept community nominations for the annual City Manager Excellence Awards through Oct. 31, 2020. These awards recognize those city of Flagstaff employees who are examples of extraordinary achievement reflecting the mission, vision and values of the organization.

The current self-response rate in Coconino County is 45.6% as of today, while the rest of Arizona is at 63.2%.

Our “helping” systems often reflect this view, increasingly defining power imbalances as personal imbalances, resulting in the medicalizing of inequitable experience rather than organizing and supporting people to live socially, environmentally and economically secure lives without depending on systems.”

The year 2020 will go down as one of the most challenging years this nation has faced. A continuing pandemic, large nationwide demonstrations for civil rights, a contentious election campaign season — all during a time when the nation was attempting to complete the 2020 Census
Now, there is word that the Sept. 30 deadline to complete the Census may be pushed back to its original Oct. 31, 2020 pandemic-altered deadline: Please see — CNN — Federal judge orders nationwide 2020 census counting to continue through October 31.
But since the ruling is subject to appeal, and nothing else appears predictable during 2020, it would be best to continue to fill out those Census forms as quickly as possible.

The city of Flagstaff was named to the Alliance for Water Efficiency’s Leaderboard on Sept. 23, 2020. This achievement is due to the city’s efforts developing and running an exemplary water conservation program. The city of Flagstaff Water Services Division is the first and only Arizona water utility on the leaderboard.

Coconino County Health and Human Services (CCHHS), in collaboration with Canyonlands Healthcare, will provide COVID-19 testing and flu vaccinations in Page, AZ on Tuesday, September 29 from 9 a.m. – 1 p.m. The testing site will be located in the parking lot at 620 N. Navajo Drive, Page.

Deadline to complete your 2020 Census is September 30, 2020.
Coconino County and Flagstaff City Government are hosting a Public Telephone Town Hall to answer your questions about the 2020 Census efforts on Wednesday, September 23rd at 6:30PM.
There are less than 2 weeks left to complete your Census ensuring Coconino County has fair representation and federal funding for the next decade.
Currently only 45.1% of Coconino County residents have filled out the 2020 Census. This is worrisome because this can result in a SEVERE under count if more of our community members do not respond. The Census is important because it ensures that Coconino County receives federal funds for things like Public Safety, Schools, Roads and Infrastructure, Medicare and Medicaid, and more!
The Census also determines how many seats each state gets in the House of Representatives. It’s important to remember the following when filling out the 2020 Census:
Count everyone who is living in your house on or after 04/01/20 on your census form
The census DOES NOT ask about citizenship
All information collected is required BY LAW to be kept confidential
Make sure to include children and babies when filling out your census
EVERYONE COUNTS!

Even during this challenging period in our lives, Coconino Community College is making amazing things happen in Coconino County.
The semester is off to a great start, and even though enrollment may not be quite where it was before, faculty and staff across the entire district are working hard to help the semester be a great experience for our students.
I have discovered that our success lies in the teamwork taking place across the college through a virtual format, along with a new problem-solving perspective brought about by this pandemic. We cannot do things the way we have always done them, because so many things in our world are different and changing daily.
The Coconino County Board of Supervisors recently proclaimed September 15 – October 15 to be Hispanic Heritage Month. Coconino County recognizes and honors the important contributions of Hispanics and Latinos in our community, said District 2 Supervisor Liz Archuleta.

The time is now to fill out U.S. Census forms by Sept. 30, 2020 and also do everything possible to make sure your VOTE COUNTS in during the Tuesday, Nov. 3, 2020 general election
As of Sept. 17, 2020, Coconino County reported a total self-response rate of 44.9 percent, down from from 51.0 percent from a year ago. The news is event worse for the Navajo Nation, which has reported 19.9 percent self-response rate as of Sept. 17, 2020, down from 29.4 percent in 2010.
The NAU Department of Criminology and Criminal Justice, Latin American Studies, and NAU No More Deaths announce journalist Todd Miller will provide a presentation via zoom on Monday, September 21 at 5pm.
Todd Miller is an independent journalist living in Tucson. His work has appeared in many media outlets, including the New York Times, San Francisco Chronicle, and The Nation. He is the author of three excellent books: Border Patrol Nation: Dispatches from the Frontlines of Homeland Security; Storming the Wall: Climate Change, Migration and Homeland Security; and his newest book Empire of Borders: The Expansion of the US Border Around the World.
Saliva-based COVID-19 testing will be available at Fort Tuthill beginning on September 8th. A few items to note for those seeking testing:
📍Children under 5 years old cannot receive saliva tests.
📍Nasopharyngeal testing will continue to be available for individuals under the required age and those who prefer the swab test.
📍Those seeking COVID-19 saliva testing are asked to abstain from food or drink for 30 minutes prior to the test.
The Flagstaff City Council will hold a live-stream combined work session/special meeting at 3 p.m. Tuesday, Sept. 22 at the staff conference room, 211 W. Aspen Ave. The executive session will be held at 1 p.m.
Ayla Martinez, graduate researcher with the Center for Ecosystem Science and Society will join “Picture a Scientist,” a panel discussion presented during the Flagstaff Festival of Science. The panel, composed of active Flagstaff scientists at a variety of career stages, will discuss their diverse experiences navigating STEM fields. The discussion will be held via Zoom at 4 p.m. on Sept. 20.

Painting the Urban Landscape with Pastels

The urban landscape is a rich motif to explore composition in value and color. Pastels give us the direct immediacy of a drawing and the rich, organic pigment of oil paint. Through the Zoom platform, Nancie will share her rapid methods for simplifying cityscapes to get past the complexities of this sometimes intimidating motif.

The Navajo Business Economic Relief Grant is to assist Navajo businesses facing financial hardship and/or business interruption due to the COVID-19 pandemic with financial assistance for necessary expenditures. This grant is designed to provide a direct incentive for small businesses to keep their employees on the payroll, provide for economic assistance with operating expenses and promote overall economic stability to those businesses facing the impacts of closure due to the COVID-19
pandemic.
There is a need for volunteers to support the American Red Cross response to disasters like Hurricanes Laura and Sally and the wildfires that are raging out west. As you are aware 2020 has presented us with a series of unprecedented disasters with the added challenge of operating during a global pandemic. The Red Cross is up for the challenge to respond to disasters both here in Arizona and across the country, but we need the help of our community to bolster our available workforce.
Coconino County Community Development was recently awarded a grant in the amount of $920,000 from the Office of Economic Adjustment through the Department of Defense. This grant will allow for the implementation of key strategies to protect the missions of military installations at Camp Navajo and the Naval Observatory Flagstaff Station (NOFS), and will promote awareness of its activities in the community. These strategies were identified as priorities from a Joint Land Use Study that was concluded approximately one year ago.
Last week, members of the ECoNA Board and Advisory Council met via teleconference with U.S. Senator Martha McSally to talk about the state of our recovery, chances for a new stimulus package and the resurgence of manufacturing in Arizona.
The lunchtime discussion was just one day before a major vote on the Republicans proposed “slimmed” down relief package, a $500 billion plan that ultimately was blocked by Senate Democrats the following day.
The Arizona Department of Transportation advises northern Arizona drivers of ongoing lane restrictions on State Route 64 north of Williams.
The work is scheduled on north- and southbound SR 64 during the following times and locations:
Between Valle (milepost 213) and Tusayan (milepost 235) daily from 6 a.m. to 6 p.m. through Thursday, Sept. 17.
In the town of Tusayan between mileposts 235 and 237 overnight from 8 p.m. Monday, Sept. 21, to 7 a.m. Tuesday, Sept. 22.
