Over 100 attended the in-person event at Coconino Community College on June 22. If you missed it, you can watch the recording here. You do not have to have a Facebook account in order to watch the recording. You can also read candidate responses to additional F3 questions on our website. Mail-in ballots will start arriving in early July ahead of the August 2nd Primary Election. |

Pipeline Fire Flooding Updates
The City of Flagstaff is emphasizing the importance of immediately purchasing flood insurance if you live in an area potentially impacted by increased flooding risk in the aftermath of the Pipeline Fire on the west side of Flagstaff and your home is located within a FEMA Zone A, AE, AH, or shaded X. The neighborhoods impacted and information about the FEMA floodplain designations by address are available here.
Recently-completed modeling results of flood risk in the Pipeline Fire West area were presented at the June 28th City Council meeting and are available to view at the website above. City Bonds on November Ballot
Flagstaff City Council has selected two bond measures for the Special Bond Election on November 8th related to the issue of General Obligation Bonds. Proposition 441 ($57,285,000) invests in City of Flagstaff wildfire suppression, storm water flood mitigation, and wastewater treatment infrastructure. Proposition 442 ($20,000,000) creates rental and homeowner opportunities for residents of Flagstaff. The two bond questions total $77,285,000.
The Council’s selection came after a review of prioritized recommendations provided by the City-appointed Citizen Bond Committee, of which F3 was an active member. The Citizen Bond Committee met weekly for over six months and thoroughly reviewed over $2 million worth of projects deemed necessary for completion by the city. The city will be providing detailed information to community groups this summer/fall, and a mailed pamphlet this fall. Look for more information on the bond measures from F3 this summer and fall. |

Update: JW Powell Blvd Extension
On June 28th, the City Council reviewed a proposed alternative alignment for the location of the road alignment of the JW Powell Blvd extension. The extension will connect the existing JW Powell Blvd near Pulliam Airport to Fourth Street at Butler Ave and is part of the infrastructure for development of this 2,200-acre area (see map below).
The Original Alignment (yellow) is included in the Regional Plan 2030. Additional alternatives have been considered in order to address concerns of small-parcel owners along the Original Alignment (see blue and green alignment boundaries discussed in Oct. 2021 and the orange-salmon alternative alignment discussed on June 28).
Council held a special meeting on July 7 to review additional information requested from staff. After further deliberation, Council directed staff to move forward with the Alternative Alignment (orange-salmon color).
F3 is closely following the City’s JW Powell Specific Area Planning process that will guide future development of this area. More information about the planning process can be found here. |

Update: Pilot Bike Lanes Program, Beaver & Butler Avenues |

At their June 14, 2022 Council meeting, Council heard an update from staff on the operational costs, public input, and success of the pilot bike lanes program over the past six months.
F3 and four individuals provided public comment in support of continuing the pilot project for a full year. After discussion, a majority of Council embraced the idea of increasing safety for both bicyclists and motorists and decided to extend the pilot project for an additional six months. Council also directed staff to explore the idea of reducing the speed limit on Butler and investigate the feasibility of building an elevated bike lane on Butler Ave. |

Lone Tree Overpass Design Public Meetings in July
The City of Flagstaff has scheduled two public meetings to provide updates of the design and the Economic Impact Study and to receive input on project details including opportunities for public art, landscaping, and spaces for rest and recreation.
F3 believes it’s important that the overpass design includes public art and appropriate landscaping, as well as a small park located adjacent to the overpass in the Southside neighborhood. More information about the Lone Tree Overpass project can be found here.

Apply for Flagstaff’s Climate Equity Advisory Committee
The City’s Sustainability Office is creating a Climate Equity Advisory Group. The aim of the advisory group will be to bring the voices of current or historically marginalized, under-served, or underrepresented communities into local climate planning and decision-making. The group will advise and provide recommendations to City officials and staff on the implementation of climate initiatives to ensure actions are deeply rooted in equity.
