County Fire Ban Remains in Effect
Coconino County’s Wildfire Defense Ordinance remains in effect due to dry conditions throughout the County. The open fire ban has been in place since earlier this spring due to dry conditions and lack of monsoon rains.
The County does wish to clarify that the ordinance and the fire ban do not apply to open fire maintained indoors in a fireplace for providing warmth. As temperatures drop overnight, the open fire ban does not apply to keeping residences warm and safe through controlled open fires in fireplaces or wood stoves.
Persons needing utility assistance for electric, gas, wood, water and propane (100 gallons or more) are asked to call Coconino County Health and Human Services, Community Services at 928-679-7453. Coconino County to Open Some Lobby Spaces on Monday
FLAGSTAFF, Ariz. — Coconino County will open lobby spaces of specific buildings to the public beginning Monday, September 21 after closing due to the COVID-19 pandemic. With community spread of the virus at a level deemed moderate according to Arizona Department of Health Services benchmark guidelines, the County will open the below public-serving offices located in the Flagstaff area with COVID-19 precautions in place.
- Administrative Offices at 219 E Cherry Avenue, Monday-Thursday, 8 a.m. to 5 p.m.
- Community Development at 2500 N Fort Valley Rd # 1, Monday-Thursday, 8 a.m. to 5 p.m.
- Human Resources at 420 N San Francisco St., Monday-Thursday, 8 a.m. to 5 p.m., appointments are recommended
- Public Works Offices at 5600 E Commerce Ave, Monday-Friday, 7 a.m. to 3:30 p.m.
- Health and Human Services Health and Wellness Clinic at 2625 N. King Street, Monday – Thursday 8 a.m. to 5 p.m. Immunization services are available Tuesdays and Wednesday 8 a.m. to 5 p.m., appointments are required

Flu Vaccinations offered at Coconino County Health and Human Services
FLAGSTAFF, Ariz. –Seasonal influenza vaccine is being offered at the Coconino County Health and Human Services (CCHHS) Clinic, 2625 N. King Street, Flagstaff. Drive-up and Walk-up Flu Vaccination Clinics will be held every Friday beginning September 11 and every other Saturday beginning September 12 from 9 a.m. – 2 p.m. No appointment is needed. Masks or face coverings are required.

Saliva-Based COVID-19 Testing
Coconino County is offering free saliva-based diagnostic COVID-19 testing, available through a partnership with Arizona State University.
- Saliva testing at Fort Tuthill County Park, 2446 Fort Tuthill Loop, Flagstaff, AZ is available Monday – Friday,10:00 a.m. – 3:00 p.m. and Saturdays from 8:00 a.m. – 12:00 p.m.
- COVID-19 saliva testing at the NAU Fieldhouse, building #30; 1050 Knoles Drive, Flagstaff, is open to all and is available from 9:00 a.m. to 2:00 p.m. Monday through Saturday until November 24. More information is available at nau.edu/jacks-are-back/testing/.
- Testing is scheduled at the Grand Canyon IMAX Theater, 450 Hwy 64 in Tusayan on Thursday, Sept. 10 from 9 am – 1 pm. Additional community locations are being scheduled.
Children under 5 years old cannot receive saliva tests. Nasopharyngeal testing will continue to be available Monday – Friday at the Fort Tuthill site for individuals under the required age and those who prefer the swab test. Those seeking COVID-19 saliva testing are asked to abstain from food or drink for 30 minutes prior to the test.
Advanced registration for saliva-based testing is highly encouraged to help expedite the testing process. Information and a link to testing registration site is available at www.coconino.az.gov/covid19. Those seeking testing will be asked to create an account and enter the agency code SALIVATEST. Although advanced registration is highly encouraged, anyone unable to complete the advanced registration online will be able to register at the testing site.

Arizona Voter Registration Deadline EXTENDED to October 23
|
|
On Monday, October 5, U.S. District Court Judge Steven P. Logan issued a ruling that extends the state of Arizona’s voter registration deadline until 5:00 p.m. on Friday, Oct. 23, 2020. You can register to vote online at https://azsos.gov or by mail or in-person. The ruling is the result of a lawsuit filed by several voter advocacy groups that challenged the original Oct. 5 deadline for the state of Arizona.

IRS extends Economic Impact Payment deadline to Nov. 21 to help non-filers
|
|
WASHINGTON – The Internal Revenue Service announced on October 5 that the deadline to register for an Economic Impact Payment (EIP) is now Nov. 21, 2020. This new date will provide an additional five weeks beyond the original deadline.
The IRS urges people who don’t typically file a tax return – and haven’t received an Economic Impact Payment – to register as quickly as possible using the Non-Filers: Enter Info Here tool on IRS.gov. The tool will not be available after Nov. 21.
“We took this step to provide more time for those who have not yet received a payment to register to get their money, including those in low-income and underserved communities,” said IRS Commissioner Chuck Rettig. “The IRS is deeply involved in processing and programming that overlaps filing seasons. Any further extension beyond November would adversely impact our work on the 2020 and 2021 filing seasons. The Non-filers portal has been available since the spring and has been used successfully by many millions of Americans.”

Special note: This additional time into November is solely for those who have not received their EIP and don’t normally file a tax return. For taxpayers who requested an extension of time to file their 2019 tax return, that deadline date remains Oct. 15.
To support the ongoing EIP effort, many partner groups have been working with the IRS, helping translate and making available in 35 languages IRS information and resources on Economic Impact Payments.
To help spread the word, the IRS sent nearly 9 million letters in September to people who may be eligible for the $1,200 Economic Impact Payments but don’t normally file a tax return. This push encourages people to use the Non-Filers tool on IRS.gov.
“Time is running out for those who don’t normally file a tax return to get their payments,” Rettig added. “Registration is quick and easy, and we urge everyone to share this information to reach as many people before the deadline.”

While most eligible U.S. taxpayers have automatically received their Economic Impact Payment, others who don’t have a filing obligation need to use the Non-Filers tool to register with the IRS to get their money. Typically, this includes people who receive little or no income.
The Non-Filers tool is secure and is based on Free File Fillable Forms, part of the Free File Alliance’s offering of free products on IRS.gov.
The Non-Filers tool is designed for people with incomes typically below $24,400 for married couples, and $12,200 for singles who could not be claimed as a dependent by someone else. This includes couples and individuals who are experiencing homelessness.
Anyone using the Non-Filers tool can speed the arrival of their payment by choosing to receive it by direct deposit. Those not choosing this option will get a check.
Beginning two weeks after they register, people can track the status of their payment using the Get My Payment tool, available only on IRS.gov.

Applications for Arizona Small Business Rent and Mortgage Relief Grants Reopen Oct. 8
Local First Arizona Foundation to issue remaining $1.5 million to qualifying businesses

PHOENIX (October 8, 2020) — In August, the Governor’s Office partnered with Local First Arizona Foundation to launch the Arizona Small Business Rent and Mortgage Relief Grant program and distribute $10 million in grants to small businesses who were required to shutter their doors during this pandemic. Starting Oct. 8, 2020, at 2 p.m., applications will reopen for gyms, fitness centers and studios, bars with a series 6 or 7 liquor license, water parks, tubing operators, and movie theaters seeking rent relief. Since the grant program launched on Aug. 20, LFAF has approved over $8.5M in rent relief to nearly 650 local businesses across the state.
“Thank you to Local First Arizona and the State of Arizona for this rent relief grant. Because of this grant, Phoenix Sports Academy doesn’t have to worry about where the money for rent is going to come from for the next two months. We are a nonprofit urban youth center serving the Alhambra/Maryvale area that has remained closed during this pandemic. We depend mostly on donations for funding and this helps ensure we can keep our doors open as we get ready to safely serve our community again,” said Anibal Deciga, Phoenix Sports Academy Director and grant recipient.
Business eligibility:
- Must be doing business in Arizona prior to January 1, 2020.
- Must be directly impacted by Executive Order 2020-43 as outlined above

- Employing less than 50 employees (based on W-2s, a full-time employee is equal to 1.0 employee and part-time employee is 0.5 employee).
- Each business owner may only apply for one grant i.e., individuals with multiple locations may not apply for rent at each location.
The average grant amount per applicant to date is $11,200, while the maximum grant amount is $25,000.
“Small businesses that closed, and continue to take precautions, to help stop the spread of COVID-19 deserve this. Local First Arizona is proud to be a trusted partner in making sure these much-needed funds get to local businesses that need it most. Grand Canyon Urges Visitors to Hike Smart this Fall Season
Grand Canyon, AZ- Grand Canyon National Park rangers urge inner canyon hikers to hike smart while visiting the park this fall season. Hikers and backpackers attempting rigorous distances, such as ‘Rim to Rim’ through the inner canyon are strongly encouraged to be self-reliant and to understand their own physical limitations in order to prevent emergency situations for themselves and responders.
Over the past month rangers have responded to 216 hiker assists, 51 search and rescue incidents, and 37 helicopter medical evacuations in the inner canyon. Many of these emergencies could have been prevented by hikers planning ahead, knowing their own physical abilities, and choosing appropriate hiking distances.
Rangers advise that anyone hiking needs to balance food and water intake, drink when thirsty, and watch for signs of distress in traveling companions. Visitors should be prepared to self-rescue while on the canyon’s trails. Plan on taking twice as long to hike up as it takes to hike down. Allow 1/3 of your time to descend and 2/3 of your time to ascend. Bring a lightweight flashlight in case you end up hiking in the dark and recreate responsibly at all times while visiting the park.

The Navajo Artisans Economic Relief Grant is to assist Navajo Artists and Artisans facing financial hardship and/or business interruption due to the COVID-19 pandemic with financial assistance for necessary expenditures. Many opportunities to show and market work in 2020 have been cancelled throughout the region due to the COVID-19 pandemic so many artists and artisans have not had an opportunity to sell their art or perform. This grant is designed to provide direct relief for artists and artisans, provide for economic assistance, and promote overall economic stability to those artists and artisans facing the impacts of closure due to the COVID-19 pandemic.

For Navajo Businesses:
- Business is facing a financial hardship due to the COVID-19 public health emergency
- Business is organized for profit and at least 51% owned by an enrolled member of the Navajo Nation
- Business was in operation prior to January 1, 2020
- Business has less than 300 employees as of March 1, 2020 (for the purpose of this requirement, each individual employee, regardless of typical number of hours worked, and each owner, is considered one employee)
- Business is certified or to be certified or re-certified under the Navajo Nation Business Source List as published by the Navajo Business Regulatory Department (BRD).

For Artisans/Artists:

Amount Eligible For:
- Up to $5,000 for “dire financial emergencies” for artisans/artists.
- Maximum award amount is subject to availability and can range from up to $10,000 to $60,000 per business with demonstrated need for Navajo businesses.

NOTE:
Applicants must first begin with business registration/certification with the Navajo Business Regulatory Department prior to completing the Navajo Business Economic Relief Grant – Application and submit required documentation to Navajo Nation Division of Economic Development by October 30, 2020.
Applicants must be first certified or in the process of being certified or re-certified with Navajo Nation Business Regulatory Department. Upon receipt of Navajo Business Certification Number applicants must complete the Navajo Artisan Relief Grant Application and submit required documentation verifying the applicant’s history of partnership with arts organizations as further described in the application.
