Supervisor Lena Fowler attends the Western Navajo Agency Veterans Commanders Meeting in Shonto, AZ
On Friday, Oct. 18, I attended the Western Navajo Agency Veterans Commanders meeting at the Shonto Chapter House. I attended the meeting to share the Coconino County Veterans’ Computer Center is OPEN! The Computer Center has 5 computer work stations with a printer/ scanner. The Computer Center is open to ALL veterans and located at the Tuba City Veterans Administration on 101 Maloney Street in Tuba City, AZ.

I also reported on The PROMISE Act which has been introduced by Congressman Tom O’Halleran. This bill recognizes the impact of the closure of the federally-owner Navajo Generating Station. The impact from its closure is immense from population loss in communities as jobs leave to incalculable financial loss. Moving forward it is more important than ever to establish the Colorado Plateau Economic Development Alliance and provide support for the PROMISE Bill.

Supervisor Lena Fowler attends NACo Rural Action Causuc (RAC) Summit in Essex County, NY
Oct. 10-13, 2019, Supervisor Lena Fowler attended the NACo Rural Action Caucus (RAC) Summit in Essex County, Lake Placid, NY. Supervisor Fowler who is the Vice-Chair of RAC attended the summit to discussed making the U.S. 2020 Census count. She noted that in the 2010 count, nearly 1 in 7 Native Americans living on the reservation were missed according to the U.S. Census Bureau.

Coconino County is the second-largest county by area in the United States and 37.91 percent of the land is Tribal acreage. Fowler shared some of the work done in Coconino County to develop outreach strategies to reach hard to count populations including providing materials, outreach reports, and radio ads in Navajo. County officials also attend Navajo chapter meetings, community meetings and conduct outreach events at local gathering places.

In addition, Supervisor Fowler and other county leaders discussed challenges and opportunities for the 2020 Census Count, and how broadband maps help to serve our communities.

Supervisor Fowler and Supervisor Ryan Tour “The Wave”
District 3 Supervisor Matt Ryan, county staff and I hiked “The Wave” this past week. We hiked to The Wave in response to the Bureau of Land Management (BLM) proposal to increase the number of daily permits to access the iconic landmark by more than four times the current number. The Wave, the most beautiful red sandstone formation is located along the Utah/Arizona border in the Vermilion Cliffs National Monument in Coconino County, AZ.

Supervisors met with fellow hikers, guides and volunteers during their time at the Wave to get different perspectives on the proposal.

The Coconino County Board of Supervisors asked the BLM to consider the strain on resources and additional County Search & Rescue operations that could be caused by the increase in permits. The BLM took public comments and held three community meetings in September of this year on the plan.

Coconino County News
At the Board meeting this week:
On Tuesday, Oct. 22, the Board of Supervisors will hold a regular Board meeting. They will consider a proclamation declaring November as Native American Heritage Month and hold discussions on the Emergency Action Policy, user fees and legislative proposals. The Board will also receive an update on the King Street Campus project and timeline and a separate update on the County budget.

Flu Case Reported

Coconino County Health and Human Services (CCHHS) officials announced the first case of influenza for the 2019 – 2020 flu season in the County. The individual has recovered from the illness.

Due to the case, public health officials are reminding citizens to receive the flu vaccination (flu shot).

“Influenza can be a serious disease,” said Thomas Pristow, CCHHS Director and Chief Health Officer. “Even healthy people can get very sick from the flu and then spread it to others. The first confirmed flu cases of the season are an important reminder for everyone to get vaccinated to protect themselves and to protect others.”

The Centers for Disease Control and Prevention (CDC) recommends a yearly flu vaccination as the first step in protecting against flu viruses. It is strongly recommended that everyone 6-months old and over get a flu shot each year.

Flu shots are available by appointment from 8 a.m. –– 5 p.m., Monday – Friday, at the CCHHS Clinic, 2625 N. King Street, Flagstaff. Walk-ins are accepted as availability permits. Call the CCHHS Clinic at 928-679-7222 to make an appointment.

The cost for a flu vaccination at the CCHHS Clinic is $30. High-dose flu vaccinations are $50.  As a courtesy, the CCHHS will bill the insurance company, but those seeking a flu shot should check with their insurance provider to determine whether they are covered and asked to bring their insurance card. No one will be denied services due to inability to pay.

Flu symptoms include fever, chills, muscle aches, cough, congestion, runny nose, headaches and fatigue. Complications of flu can include bacterial pneumonia, ear infections, sinus infections, dehydration and worsening of chronic medical conditions, such as congestive heart failure, asthma, or diabetes and can cause death.

In addition to getting a seasonal flu shot, these actions can stop the spread of germs and help protect people from getting sick:

  • Wash hands frequently during the flu season.
  • Avoid touching eyes, nose or mouth.
  • Avoid contact with people who are sick.
  • Cover your mouth with your upper sleeve or with a tissue when coughing or sneezing.
  • Don’t share eating utensils, cups and straws.
  • Stay home when you are sick.

Job Description:
Accounting/ Budget Management

  • Monitors or oversees the monitoring of a variety of account expenditures; maintains and reconciles detailed budgets for various accounts; advises and/or determines which expenditures are within the budget guidelines; informs management of irregularities and proceeds with corrective action in consultation with appropriate offices and supervisor.
  • Daily processing of various forms using PeopleSoft system: RQS, RC, IDT, Expense Reports, and others as needed, ensures these are accurate, and filed with appropriate documentation. Keep detailed and accurate records of all forms and financial processes completed.
  • Responsible for monthly reconciliation of ONAI state, local, foundation, and grant accounts, ensures expenses are distributed to the correct account.
  • Serves as purchasing card liaison for the Office of Native American Initiatives (ONAI) departments, ensures accurate account distribution and appropriate documentation is added to Pcards.
  • Orders all office supplies and other supplies as needed. Interprets and provides guidance regarding all NAU accounting policies and makes recommendations to the Executive Director regarding ONAI procedures.
  • Provides VP of Native American Affairs and Executive Director with status of funds balances and monthly, summarized, detail expense reports.
  • Approves/authorizes expenditures or actions for administrative and operational needs, may need to obtain higher-level signatures.
Monitoring/ Supervising NACC
  • Provides training and co-supervises NACC student staff (student workers, graduate assistants, and interns).
  • Serves as first point of contact for information and requests with outside organizations, on-campus Native American programs, and other NAU departments and programs who wish to use the NACC.
  • Assists Executive Director in managing the daily operations of the Native American Cultural Center, including some event scheduling and assisting in event setups, such as setting up audiovisual equipment, laptops, and speakerphones.
  • Assists the Executive Director in working with staff in the NACC to maintain the safety and maintenance; submit and follow up on work orders for the NACC; and makes arrangements for unique needs of event organizers as well as visitors. In general, assists in ensuring the NACC runs smoothly and efficiently.
Administrative
  • Oversight of front office responsibilities including mail, filing, answering phones, sending faxes, word processing, mass mailings, and assisting NACC student staff and visitors.
  • Prioritizes, plans, and arranges meetings, conferences, and appointments for ONAI department administrators; determines and prepares materials needed for meetings, conferences, and appointments.
  • Also serves as first point of contact with Tribal Nations and organizations, responsible for scheduling meetings, conferences, and other events for the VP and other Native American Initiatives departments.
  • Serves as the ONAI liaison to faculty, staff, students, alumni, outside agencies and the public, concerning information or complaints about ONAI departments at large. Also serves as the ONAI liaison with the Office of Indigenous Student Success (OISS) to collect information regarding upcoming events, visits, etc.
  • Coordinates business affairs, including certain types of correspondence, personnel matters and may interpret policies and procedures. Investigates, evaluates, and resolves typical administrative/operational problems or situations impacting staff/faculty work unit, in consultation with supervisor.
 Human Resources/ Payroll
  • Processes and approves online/ manual timesheets on a bi-weekly pay schedule for student and temporary staff.
  • Arranges interviews for hiring student employees, and participates in hiring process.
  • Processes new hire paperwork for student workers and part-time employees employed at the NACC/ONAI, as well as initiating ePARS, supplemental forms, and federal work-study applications.
  • Reconciles the payroll reports to the Enterprise Reporting system. Interprets NAU HR and payroll policies and makes recommendations to the Executive Director.
 Travel Processing
  • Completes all processes related to NAU travel for the Office of Native American Initiatives departments, including the VP, Senior Director of Development, the Executive Director, and the Director of Special Projects and Alumni Relations, and others as requested.
  • Makes travel arrangements, including reservations and itineraries, for ONAI staff, as requested. Interprets NAU travel policies and makes recommendations as needed to the VP on Native American Affairs and the Executive Director.
  • Makes travel arrangements and books accommodations for visiting tribal partners, guest speakers, artists, and members of NAU’s Native American Advisory Board, and others as requested.

NAU is currently engaged in an Organizational Growth and Effectiveness Initiative, which focuses on positioning the University for future success of its operational practices.  As a result, some aspects of this position may be subject to change, such as, but not limited to:  duties, titles, reporting structure, etc.

Minimum Qualifications

  • Bachelor’s degree in Business or field pertinent to work unit AND one year of directly related administrative experience; OR,
  • Five years of directly related administrative experience; OR,
  • Any equivalent combination of experience, training, and/or education.
Knowledge, Skills, & Abilities
  • Knowledge and skill in accounting and budgeting procedures, techniques, and software.
  • Knowledge of office and administrative practices and principles.
  • Skill in the use of current technology and software, including Microsoft office suite, Google suite, Adobe Acrobat, and publishing software/apps/programs.

  • Ability to effectively communicate.
