Supervisor Lena Fowler hosts the Northern Arizona Region
Re-Employment Center Grand Opening
On Wednesday, August 14, Board of Supervisors Chairwoman Lena Fowler along with Coconino County Career Services and Salt River Project hosted the Northern Arizona Region Re-Employment Center Grand Opening in Page, AZ.

People learned about the center’s re-employment services, career training and certification programs. They were also able to get help writing their resumés; found additional educational opportunities and learned about potential internships and on-the-job training opportunities.

“The County has worked tirelessly with local, state and federal stakeholders to find ways to enhance our economic diversity and to keep families in northern Arizona after the NGS closure,” said Coconino County Board of Supervisors Chair Lena Fowler. “The creation of the Northern Arizona Region Re-Employment Center will help our neighbors navigate this challenge and stay in the area.”

Coconino County Career Services offers support to job seekers including vocational and on the job training and education, career guidance and assessment, resume help, job search workshops, interview workshops and skills assessments to individuals across the County.

Last week Supervisor Lena Fowler toured the Ikes and Castle Fires on the North Kaibab National Forest. Both fires were lightning caused. On Wednesday Aug. 14, I joined Congressman Tom O’Halleran at the Native Women Veterans’ Roundtable in Page to share the message that the Veteran’s Computer Center in Tuba City is open! The Veterans’ Computer Center provides a place where ALL veterans can have access to the internet for basic computer use. All-Hands Coconino County Organizational Renewal Event
Thursday, August 15, was the first-ever Coconino County All-Hands Event. County Manager James Jayne introduced world-renowned speaker Garry Ridge. Ridge is the CEO of WD-40 and shared his philosophies on leadership and creating a positive culture within an organization. After Gary Ridge’s presentation a panel of County employees asked Ridge about his approaches to leading a worldwide company and the methods he uses to cultivate his organization.The County also held a raffle and barbecue with games and plenty of camaraderie after the presentation.

This event was part of the County’s commitment to Organizational Renewal, which aims to strengthen Coconino County’s culture.

Flood Control District
Museum Fire Flooding Update
There have been several minor rain events over the Museum Fire burn scar. When rain gauges monitor a certain depth of water, crews are deployed to monitor to watersheds and debris flows below the scar. During one of the storms, the top of Paradise Road showed flows approximately three inches deep. Water stayed in the channel except for a small flow under Linda Vista. Again, this was a small storm over the Museum Fire scar. There is still the potential for dangerous flooding if a larger event happens. People should monitor weather alerts and be prepared in the event of larger, more severe flows. Also remember to shelter inside, know where your children and pets are and never try to traverse waterways.

Applicants sought for the position of Executive Director of the Navajo Nation Veterans Administration
WINDOW ROCK – The Office of the President and Vice President and the Navajo Nation Veterans Administration have issued a request for proposals from qualified and experienced individuals for the position of Executive Director of the Navajo Nation Veterans Administration.

“The Navajo Nation Veterans Administration Executive Director position, under the Office of the President and Vice President, is very challenging and time-demanding, but it can also be very rewarding based on one’s ability and passion to work with various veteran groups. One of the key principles of the Nez-Lizer Administration is T’áá hwó’ ajít’éego, the practice of self-reliance and self-determination, which is also a key component in moving the Veterans Administration forward in a positive direction,” said Navajo Nation President Jonathan Nez.

The Navajo Nation Veterans Administration was created to help alleviate the shortage of services and programs such as health, housing, benefits and claims, education, and more for eligible Navajo veterans, and when appropriate, to promote or maintain the economic development of the Navajo Nation through programs and services provided.

“The Executive Director position is critical in our administration’s efforts to improve services to our Navajo Veterans,” said Vice President Lizer. “We have veterans in all agencies across the Navajo Nation and we are striving to empower them and to give them a hand up. We are seeking a self-motivated person that can be effective in communicating and facilitating services with veterans, the Office of the President and Vice President, and someone who can use other resources to improve our Nation’s Veterans Housing Program, processing of benefits, and more.”

Navajo Nation Attorney General announces new Chapter Unit under the Department of Justice

WINDOW ROCK – Navajo Nation Attorney General Doreen N. McPaul announced earlier this week the establishment of a new Chapter Unit within the Navajo Nation Department of Justice, to provide direct legal services to the Navajo Nation’s 110 chapters.

According to Title II, Section 1964 (B) of the Navajo Nation Code, the Attorney General’s office is empowered to render “legal services to the Navajo Nation government, including its Chapters, branches, and entities.”

“The Nez-Lizer Administration, through the leadership of the Attorney General, is creating positive change by creating the Chapter Unit to address the legal needs of the Chapter governments. The chapters represent the largest clients of the Department of Justice, so this unit will assist in moving projects and legal matters forward,” said President Nez.

He added that the new Chapter Unit aligns with the Nez-Lizer Administration’s support for local empowerment and self-governance and will help with re-instilling the Navajo teaching of T’áá hwó’ ajít’éeg, or self-reliance and self-determination in our communities.

Assistant Attorney General Rodgerick Begay will lead the Chapter Unit along with two additional staff, Attorney Candidate Neomi Gilmore and Legal Secretary Christine Benally.

“The Chapter Unit is a project the Department of Justice has been contemplating for the past six years. The idea has now become a reality with the joint effort with Navajo Nation Division of Community Development Executive Director Dr. Pearl Yellowman,” stated Assistant Attorney General Rodgerick Begay.

Attorney General McPaul added, “Department of Justice is pleased to have collaborated with the Division of Community Development to initiate the Chapter Unit, and DOJ is committed to serving the legal needs of our clients as a team, including the Nation’s 110 chapters.”

“It’s wonderful to see change happening. The Navajo people want change and this change within the Department of Justice is another step in that process,” added Vice President Lizer.

The Navajo Nation Department of Justice plans to expand soon with additional legal staff to meet the many diverse legal needs and concerns of all chapter governments. The Chapter Unit officially began operation on Aug. 5 and is located at the Department of Justice in Window Rock, Ariz.

Arizona Partnership for Success Grant RFGA Announcement
Applications for the Arizona Partnership for Success Grant (RFGA#: PFS-DSG-19-080119-00) are now being accepted. Approximately $900,000 will be awarded to programs throughout Arizona to implement evidence-based/evidence-informed or promising substance use and abuse prevention programming that is designed to prevent and/or reduce alcohol and/or marijuana use by current/former foster youth ages 9-20, and/or their caregivers.

The grant, with a maximum annual award of $150,000 per grantee, is renewable for a combined term of four years. The grant application will close at 12 midnight on September 12, 2019. The Governor’s Office of Youth, Faith and Family invites grant applications from Arizona entities that include 501(c)(3) Organizations; Local, County-based Substance Abuse Prevention Coalitions; and, Arizona Tribal Nations, Tribal Coalitions and Tribal Communities with a minimum of two years of experience providing trauma-informed services to current/former foster youth and/or their caregivers.

The Navajo Mountain Project Manager is responsible for the day-to-day operations of the Navajo Water Project in Navajo Mountain, contributing to DIGDEEP’s work throughout other parts of the Navajo Nation when required. This includes overseeing and implementing program activities, budgeting, staffing, collaborating and coordinating with the Navajo Nation government, external partners, and community members, while maintaining strong communication with HQ.

Strategy

  • Collaborate with the Navajo Water Project Director and Project Engineer to execute DIGDEEP’s work in the Navajo Mountain region, set new targets and timelines and identify and maintain partnerships with local governments and other nonprofits.
  • Assist in identifying potential Navajo communities near Navajo Mountain needing WASH assistance; develop strategies for serving these communities based on their unique needs.

Implementation

  • Manage local staff and outside contractors and collaborate with the Project Engineer as they: design and implement new water projects from start to finish, monitor work plans and ensure objectives are met in a safe, timely and complete manner.
  • Conducting intake, data collection and assessments through site visits, preparing Cooperative Partnership Agreement and having clients sign before the initial work starts. Upon completion of work collecting all appropriate information and gathering media for storytelling.
  • Plan installations according to the completed surveys, meet objectives and timelines.
  • Ensure program compliance with relevant laws as well as all workplace and employee policies.
  • Plan and guide donors, press and media visits to the field; oversee volunteer work as needed.
  • Routinely visit project sites in the Navajo Mountain region, and occasionally other projects on the Navajo Nation.

Finance & Development

  • Assist the Navajo Water Project Director to develop the annual program budget for the region and to update the Navajo Mountain budget on a quarterly basis. Monitor expenditures throughout the year to ensure compliance with budget.
  • Collaborate with the Development Team to maximize all revenue and storytelling opportunities, especially those related to major donor cultivation and annual campaigns.
  • Assist clients with DIGDEEP’s bill pay program, including collecting appropriate information and coordinating with local utilities.

Partnerships

  • Plan and implement outreach activities to develop visibility of the organization within the local community; represent the organization at local meetings.
  • Consult closely and regularly with relevant agencies (ex. IHS, BIA, EPA, etc.); establish and maintain positive political relationships within the community and partner organizations.
  • Foster an environment that promotes trust and cooperation among staff, community members, elected leaders, partner organizations and the public.

Leadership

  • Perform supervisory duties for the Navajo Mountain Navajo Water Project team, as appropriate; interview applicants for employment; resolve discipline problems and recommend termination as necessary; develop higher levels of expertise in staff by encouraging further education and providing learning opportunities.
  • Design and implement a professional development and retention program to ensure your team members have consistent access to skill development and remain engaged and fulfilled.
  • Participate and facilitate regular staff meetings, both virtually and in-person; provide strong day-to-day leadership that bridges high and low communication contexts to ensure all team members and clients are heard and understood.
  • Uphold the unique culture of DIGDEEP by implementing values-aligned operations and management strategies for all work on the Navajo Nation.

Qualifications

5 years in nonprofit sector (social justice, community organizing, international development or environmental justice organizations strongly preferred). 3 years in program management.
