Small business assistance: Governor Ducey on Monday submitted an official letter requesting a Disaster Declaration from the Small Business Administration to access the Economic Injury Disaster Loan Program (EIDL). The program can provide up to $2 million per business of low interest loans to small businesses or private, non-profit organizations that suffer substantial economic injury from COVID-19. Currently businesses in Apache, Coconino, Greenlee, La Paz, Mojave, Navajo, Yuma county are approved and eligible to apply for the loans today, and we expect SBA to designate the remaining Arizona counties as eligible for these loans shortly.
Businesses in approved counties may apply online in the Disaster Loan Application Portal at
https://disasterloan.sba.gov/ela/. Here is an
SBA page with more details about the program. Even without the statewide designation confirmed, small businesses can prepare the documents they need to apply:
· Loan application (SBA Form 5), completed and signed (this is electronic/online in the portal), but not available until after the Governor’s letter is accepted by SBA.
· Tax Information Authorization (IRS Form 4506-T), completed and signed by each applicant, each principal owning 20 percent or more of the applicant business, each general partner or managing member; and, for any owner who has more than 50 percent ownership in an affiliate business. Affiliates include, but are not limited to, business parents, subsidiaries, and/or other businesses with common ownership or management
· Complete copies, including all schedules, of the most recently filed Federal income tax returns for the applicant business; an explanation if not available
· Personal Financial Statement (SBA Form 413) completed, signed, and dated by the applicant, each principal owning 20 percent or more of the applicant business, and each general partner or managing member
· Schedule of Liabilities listing all fixed debts (SBA Form 2202 may be used)
Governor’s Declaration of Emergency and Executive Order: As a reminder, here is the
executive order that Governor Ducey issued on March 11 along with the State’s
declaration of emergency. This includes specific requirements that all insurers regulated by the State waive all cost-sharing requirements for COVID-19 diagnostic testing and requirements for insurers to cover COVID-19 diagnostic testing from all qualified laboratories without regard to whether the laboratory is in-network.
