Hello from Supervisor Horstman
District 1 Residents,
I am honored to serve as your District 1 Coconino County Supervisor. Summer started with a return to the opening of our businesses and visits with family members. It also brought the return of wildfire season to Northern Arizona.
Our community is reopening, and our summer events such as the Flagstaff Community market, Viola Awards, and other summer activities are a testament to the importance and success of the COVID-19 vaccinations. To date, Coconino County has administered approximately 140,000 vaccines and continues to host multiple mobile clinics every week across the County to encourage everyone in our community to become vaccinated.
This month also brought wildfire season into close view with the Slate, Backbone, and Rafael Fires. These fires burned across our beautiful pine and juniper forests and threatened our communities in Northern Arizona. Some of our neighbors in Coconino County even dealt with evacuation orders while the rest remained at ready or set status. Thankfully, these fires are now close to containment and those evacuated have been allowed to return to their homes. In Coconino County, no structures or homes were lost. The continuing drought here in the Southwest will mean that wildfires will continue to be a part of our life and emphasize the importance of ensuring that we maintain a defensible fire space around our homes and practice good fire prevention. As the monsoon season approaches, we also must remain vigilant of post-wildfire flooding in the Museum Fire Flood Area behind the Cedar Safeway and into the Sunnyside neighborhood. For those residents in these neighborhoods, the best mitigation to limit flooding is to maintain and refresh those sandbags.
A special thank you to all of the hotshots and fire crews that courageously battled the Slate, Backbone, and Rafael Fires. You are truly heroes to our community. Coconino County has moved into Stage 3 fire restrictions which prohibit open fires, including campfires and cigarettes and our national forests have been closed. Forest closures mean that the public may not enter any national forest land.
As displayed in past years and during the COVID crisis, our community offered resources and assistance to those impacted during the recent fires. Likewise, Congressman Tom O’Halleran, Senator Mark Kelly, and Senator Kyrsten Sinema advocated for us on the federal level for more fire suppression equipment, including air support and type 1 incident management teams. Thank you to all. Together we build the community where we want to live and where we want to raise our families.

Celebrating Independence Day
Supervisor Patrice Horstman wishes District 1 and all of Coconino County a Happy Independence Day! All community residents are encouraged to celebrate the fourth responsibly and to follow all fire restrictions to reduce the risk of wildfire. County Adopts FY 22 Budget
June for the Board of Supervisors is an important month as the Board adopts the following year’s fiscal budget. Last year, amid the uncertainties of a worldwide pandemic, the Board of Supervisors passed an extremely lean budget that concentrated on providing our residents essential services. With the return of a more normal economy and expanded revenues, the Board was able to consider a 3% raise for county employees and maintain its fiscally responsible approach. The Board was also able to consider and budget for the expected dollars to local governments through the American Rescue Plan (ARP) and other grant revenues. For the County to spend these expected additional revenues from the ARP and other grants, the County passed a budget in the amount of approximately $276 million. The budget passed contains no fluff in County expenditures but does allow for the increased spending capacity expected due to these federal dollars.
Downtown Community Market
The Flagstaff Community Market in collaboration with the Flagstaff Downtown Business Alliance launched a new community market every Wednesday in downtown Flagstaff. This market attracts residents and tourists alike to enjoy historic downtown, visit businesses, and support local growers. Coconino County partnered with the community market and will be hosting a mobile COVID-19 Vaccination clinic every week at the Wednesday market. This mobile clinic is part of Coconino County’s strategy to increase vaccinations and meet community residents and visitors where they are. Be sure to stop by, get your shot, and pick up our brand new “Vaccinated” wristbands!

We are all starting to watch the clouds gather over the San Francisco Peaks. This is the sign that our much needed monsoon season is about to commence. This is good news, but the monsoons also carry a risk of post-wildfire flooding to our residents in the museum fire burn scar area. In an effort to help the City and County in our mitigation efforts by refurbishing and maintaining sandbags to protect homes and property, United Way of Northern Arizona organized two weekends of volunteer events.
Supervisor Horstman and Supervisor Vasquez participated in the neighbors helping neighbors volunteer day helping those in the post wildfire flooding areas in Districts 1 and 2 refurbish and replace their sandbags. As always, the United Way and Coconino County Flood Control District staff stepped up to recruit and supply volunteers for this very special and successful event. Not only was it a great success but volunteers stayed hydrated and all had an excellent time. In the first weekend alone, the volunteers completed work for12 residents in need and placed over 3,000 sandbags in less than 6 hours. The county staff, the United Way of Northern Arizona, and all the volunteers truly rocked it for our community. A big thank you to all who participated.

Stage 3 Fire Restrictions
Coconino County entered Stage 3 Fire Restrictions on Wednesday, June 23, in coordination with the Kaibab and Coconino National Forest closures. Fire danger remains incredibly high and is the greatest threat to our communities. It is essential for the health of our forests that all Coconino County residents and visitors abide by these restrictions. Supervisors Horstman, Vasquez, and Ryan recently attended a ribbon cutting ceremony at the Coconino Community College 4th street campus to celebrate a new workforce training program. CCC partnered with the Phoenix Truck Driving School to start a new commercial driver’s license program for Coconino County residents. This new program is an opportunity to expand job opportunities for our community and to offer workforce training. Congratulations to CCC!
Pastries with Patrice
Thank you to all who attended the inaugural “Pastries with Patrice” meet and greet event. This was an excellent opportunity for District 1 residents to hear from Supervisor Horstman and to share their thoughts about ongoing County matters. The event was a success accompanied by delicious pastries and warm coffee. Stay tuned for information on the next event!

Congratulations to Better Place Forests on their opening. Better Place Forests engages in conservation, forest health, and sustainability while offering a Tree memorial for loved ones. Supervisor Horstman applauds Better Place Forests for their business acumen which combines a sustainable business that promotes forest health, stewardship, and protects our beloved forest.
Congratulations to the nominees and winners of this year’s Viola awards and to the Flagstaff Arts Council on their exciting news of a rebranding and new name, Creative Flagstaff!
Congratulations to Lowell Observatory on the groundbreaking of the new Astronomy Discovery Center. Lowell Observatory is a world class observatory and a must-see destination in Northern Arizona!
Vaccine Incentive Program
After only a few short months of Coconino County receiving the first doses of COVID-19 vaccines, nearly 50% of County residents have received at least one dose. Over 140,000 doses have been administered. This is impressive, but in order to protect our community’s health and strengthen our local economy we need this number to be higher. Vaccines save lives and allow us to return to a more normal state. It is imperative that everyone get vaccinated and that we reach out to family, friends, and neighbors to ensure this happens.
To help facilitate this, I invite local businesses to participate in Coconino County’s “Be a BIG SHOT” COVID-19 vaccination incentive campaign. Such incentives offered to the public from businesses or organization encourage Coconino County residents and visitors to get the shot.
Businesses already participating in the “Be a Big Shot” campaign include Rainbow’s End and Mother Road Brewery just to name a few.
