City of Flagstaff seeks lead arts agency and grantmaking agency for arts, culture and science programs

FLAGSTAFF — The City of Flagstaff invites statements of qualifications from organizations to serve as the lead arts agency and/or the grantmaking agency for the City’s arts, science and culture community. Respondents may submit proposals for one or both roles. The deadline to apply is March 11, 2025.

The lead arts agency will act as the coordinating body for arts, culture and science initiatives in Flagstaff. Responsibilities include long-term planning, sector leadership, and collaboration with local and external partners to address infrastructure needs and opportunities. The agency will also promote community engagement, enhance funding through grants and other means, and provide technical support and training to individuals and organizations. Additionally, it will contribute directly to the cultural landscape by producing exhibitions and events that foster community vitality, expand participation, and encourage both public and private investment. Programs and offerings will be reviewed annually to align with the community’s evolving needs.

The grantmaking agency will manage the fair and transparent distribution of Bed, Board and Beverage funds, as well as other available revenue, to local service providers. The agency will also monitor funded programs for compliance and provide deliverables such as an annual Request for Proposals, evaluation forms, service agreements, and reports to the City Council summarizing funding impacts.

“We are excited to identify our partner for the coming years,” said community investment director David McIntire. “We are looking forward to working together with them to build on the present momentum and further enhance the arts, culture, and science sectors of Flagstaff.”

Flagstaff serves as the county seat of Coconino County and is a regional economic hub for cultural, commercial and institutional activities in northern Arizona. The city boasts a thriving arts, science and cultural community, influenced by its natural beauty, dark skies and rich cultural heritage. These elements inspire a diverse range of artistic and scientific endeavors, from music, visual arts, theater and dance to advancements in science and technology.

The contract will be awarded to the entity whose proposal is responsive to the request for statements of qualifications and offers the greatest benefit to the city.
