FLAGSTAFF — The City of Flagstaff has contracted with energy and sustainable solutions provider NORESCO through a competitive process, to implement a new decarbonization, energy and water efficiency program through an energy performance contract (EPC). The $4.4 million project will provide $6.1 million in guaranteed savings and will enable critical infrastructure upgrades while accelerating progress on the city’s Climate Neutrality Plan.
“This is an exciting and critical next step for the City of Flagstaff’s commitment to carbon neutrality. The City is working to ensure its operations align with the community-wide climate goals and lead by example. The multiphase initiative will reduce the City’s carbon emissions by 30 percent. This project also serves as an important reminder that climate action aligns with sound fiscal management” said Mayor Becky Daggett.
The City’s building systems, irrigation controls and transportation systems will operate more efficiently and rely more extensively on electricity as a result of the project. The scope of work includes:
- LED lighting and controls upgrades to address interior and exterior lighting at selected locations, with exterior lighting standardized to comply with Flagstaff’s Dark Sky ordinance.
- Dual port integrated electric charging stations to complement the City’s fleet conversion efforts.
- Recommissioning irrigation control systems at 20 locations to maintain coverage while optimizing water use.
- Electrification of heating, ventilating and air-conditioning equipment with heat pumps at the Joe C. Montoya Community and Senior Center, and upgraded and optimized energy management system software at six locations.
- Building envelope improvements such as weatherstripping, sealing windows, and spray-foam insulation to address approximately 600,000 square feet of facilities.
The project includes a rigorous commissioning and measurement-based verification plan to ensure energy and water usage savings and operational success. Support for the project has been provided by NORESCO’s local Arizona team for engineering and project management, and construction will include use of local subcontractors.
