FLAGSTAFF — The City of Flagstaff will celebrate Water Awareness Month in April with events hosted at various locations around town. Events will be focused on helping residents and community members conserve water.
The Flagstaff Water Conservation team will provide free water efficiency consultations and supplies at events throughout the month. They will also host a raffle for a free high efficiency toilet. The full schedule of events and tabling is below:
We want to provide you with an update on the proposed Mill Town student-focused housing development that was discussed by City Council on February 4 and March 4. The development will be located across the street from Target on Milton Ave. and will be composed of a commercial development located in front of student-oriented housing. The original plan for Mill Town was approved by Council in 2018 and allowed for over 1000 beds as well as the commercial development.
FLAGSTAFF — The Flagstaff Fire Department and the City of Flagstaff Sustainability Division are facilitating the placement of rollout dumpsters in neighborhoods around the City to allow residents to dispose of pine needles near their homes. The Flagstaff Fire Department recommends that residents remove excess pine needles from their yards and areas near their homes to lower the risk of wildfire danger.

This month I have updates on the next steps for Regional Land Use Plan among other issues.
FLAGSTAFF — Members of the public are invited to submit applications for community garden plots starting on Saturday, March 1. Applications will remain open until March 31 or until filled. Returning gardeners will have priority to secure their plots from the previous season, and remaining available plots will be offered to new gardeners on a first-come, first-served basis. New gardeners who do not have access to growing space at home or those who qualify for SNAP benefits will be given priority for remaining available plots through the application process.
Northern Arizona’s rich, dense forests are among the many reasons why people love to live and work in our region. But the beauty and recreational opportunities of these endless acres of green come with a risk in an area that is known for its dry and often windy conditions – the threat of wildfire.
Numerous entities are dedicated to reducing that risk. Northern Arizona University’s School of Forestry specifically offers a BS in Applied Wildland Fire Science; APS has a dedicated Forestry and Wildfire Mitigation team; and the 4FRI project continues to use thinning and prescribed burns to lessen the threat of wildfires – and post-wildfire flooding – to communities throughout northern Arizona.
The work of these entities not only impacts our safety – it also has an economic impact for the region.
On the first day of his second term, President Trump issued a series of immigration-related executive orders and proclamations that will quickly re-shape the U.S. immigration system. These executive orders affect nearly every facet of a complex and demanding system. Most of the policy changes introduced through these actions are framed as directives to federal departments and agencies. However, their language also aims to stoke fear as a means of testing the boundaries of executive authority.
F3 has paid close attention to the Flagstaff Regional Plan 2045 because it will greatly impact the way Flagstaff will develop in the next twenty years. The plan is a policy guide for land use and development decisions and should be the vision for the shape and character of the community.
This newsletter summarizes our concerns. Here is a quick overview:
We are concerned that the plan is almost singularly focused on an increase in housing density. While we see the need to address the housing crisis, density alone is not enough. It must be paired with the values that make a community a community such as open space, public space, and community character.
COCONINO COUNTY — The U.S. Forest Service (USFS) has ignited the annual green waste burn at the Willard Springs Green Waste Site, which is located about 15 miles south of Flagstaff at Exit 326 on the west side of I-17.
The burn is necessary to reduce the existing stockpile of pine needles, tree trimmings, and other green waste at Willard Springs before the start of the 2025 fire season.
The Willard Springs green waste burn is expected to produce smoke during its ignition period. Based on wind and weather conditions, this smoke may be heavy at times and visible to motorists on I-17. The Coconino National Forest plans to post signage on I-17 as necessary to notify motorists about smoke from the burn and to drive with caution.
FLAGSTAFF — Area fire managers plan to continue work on local prescribed fire projects – including broadcast burning and pile burning – (week of Jan. 27) while northern Arizona’s wind and weather conditions remain favorable to do so.
Arizona State Department of Forestry and Fire Management and Coconino National Forest fire managers aspire to continue work on this week’s Crater Sinks prescribed burn project located roughly 12 miles southwest of Flagstaff.
Additionally, Coconino National Forest fire managers hope to begin work on pile burns located in various locations around the Flagstaff Ranger District.

In the face of a nationwide housing crisis, the 2025 MICD Just City Mayoral Fellowship will explore what it means to house our communities, introducing mayors and their staff to planning and design frameworks – beyond housing supply and demand – that maximize all city resources to support the broad range of housing needs faced by a broad range of city populations.
FLAGSTAFF — The City of Flagstaff and contractor, Eagle Mountain Construction, are set to begin excavation operations for The Wedge Detention Basin Project. These excavation operations will take place within the area of the construction yard, which will shrink as excavation continues. These excavation operations are the first part of detention basin construction, with the majority of construction taking place in the spring when temperatures are favorable. The Wedge Detention Basin is being constructed to hold excess stormwater run-off that would otherwise overwhelm the box culvert being installed along Linda Vista Drive. The basin is designed to fill with water, and then slowly release it back into the City’s stormwater management system when it is safe to do so.
FLAGSTAFF — Arizona State Department of Forestry and Fire Management and Coconino National Forest fire managers plan to take advantage of current weather conditions and begin work on a highly visible prescribed burn project southwest of Flagstaff starting (Jan. 22).
Prescribed burns are always dependent upon multiple conditions, including personnel availability, fuel conditions, weather and approval from the Arizona Department of Environment Quality. Prescribed burns may be changed or canceled last-minute if burn conditions do not meet criteria outlined in advance.

“This is the home stretch,” Lucinda Andreani, Flood Control District Administrator said. “This has been a challenging area, but when we complete flood mitigation in the Government Tank Flood Corridor, we will have completed the projects funded by the Natural Resources Conservation Service (NRCS) and U.S. Forest Service to mitigate the devastating post-wildfire flooding left in the wake of the Pipeline Fire.”
FLAGSTAFF — The annual Point in Time Count (PIT) will take place starting Thursday, Jan. 23 throughout Coconino County. This count documents the number of unsheltered people experiencing homelessness at a single point in time and is conducted across the country.
Local data collected during the annual PIT Count measuresprogress at local and national levels related to preventing andending homelessness. Information gathered from the surveyscan help raise awareness about the challenges faced by people who are experiencing homeless in the community. Data is alsoshared on the local, state and national level to determinefunding for homeless services throughout Coconino County.This count is required by the U.S. Department of Housing andUrban Development.
The Laken Riley Act Would Give States Sweeping Power Over Immigration Policy
Who runs the U.S. immigration system? If the Senate passes the Laken Riley Act this week, the answer might not be Congress?or?the president. The bill, already passed in the House, would hand state attorneys general, like Ken Paxton in Texas, veto power over large swaths of federal immigration policy.
The Coconino County Comprehensive Plan Advisory Group (CPAG) is meeting monthly. This temporary group, invited by the Board of Supervisors, represents the diversity of the County. The role of the CPAG is to provide recommendations on the updated goals, policies, maps, and implementation strategies of the Comprehensive Plan Update, Envision 2045 to the Board of Supervisors, the Planning and Zoning Commission, and staff.
President-elect Trump’s mass deportation plan will target thousands of people who richly contribute to their families, communities, and our local economies often for decades. While Trump and his advisors claim they will start with “criminal immigrants,” their plans will include millions of people who pose no public safety risk at all—just as we saw during his first administration.
H-1B Modernization Rule Provides Some Comfort But Also Raises Concerns
By issuing a final rule, the Biden administration has made it more difficult for the Trump administration to reverse some agency practices with which it disagrees.
The Point in Time or PIT Count is a HUD requirement for COC’s nationally. The count provides a snapshot of those experiencing homelessness at a single point in time. It is an opportunity to collect basic data that is used to measure homelessness on a national, state, and local level. This data is used for system and program planning and to measure progress in ending homelessness.
FLAGSTAFF — We are excited to share that the Light the World Giving Machines are back this year at Heritage Square! They will operate every day starting tomorrow, Dec 18th – Jan 1st. The local charities in the machines this year are Flagstaff Shelter Services, Flagstaff Boys and Girls Club, Flagstaff Family Food Center. The statewide charities are Gathering Humanity and Child Help. The Global charities are iDE and Days for Girls International.
This is the third year we have had the opportunity to bring the Giving Machines to Flagstaff, the last two years we have raised about $150,000 just in Flagstaff. Please know that 100% of the donations go directly to the charities, each charity picked their own needed items that will be showcased in the machines.

FLAGSTAFF — We want your designs! The City of Flagstaff Sustainability Office is seeking design proposals for detached Accessory Dwelling Units to be turned into pre-approved model plans. ADUs are important to the City’s adopted carbon neutrality and housing goals because they are generally smaller housing units that have the potential to offer lower rent and monthly utility costs, and could increase available housing stock.

COCONINO COUNTY — The City of Flagstaff, Coconino County, and Mountain Line are once again partnering for a Stuff the Bus event on Sunday, November 17 to benefit the Flagstaff Family Food Center (FFFC).
This year’s event will be at the Safeway store located at 1201 S. Plaza Way in Flagstaff from 10 a.m. – 5 p.m. The public is invited to bring non-perishable food donations for a Thanksgiving meal, and FFFC staff and volunteers will be on-hand to accept monetary donations. Additionally, the partners set a goal to stuff the bus with 300 turkeys to help our neighbors in need.
Coconino County Deputy Manager Lucinda Andreani, a long-time member of the Summit Society of United Way of Northern Arizona (UWNA), embodies the spirit of giving and community involvement.
Born in California, she has been active in community affairs throughout her life, whether it was helping launch a local chapter of the National Organization for Women or participating in environmental cleanups.
Her journey with United Way began when she was working for the California utility company PG&E, which promoted workplace giving to their local United Ways and provided matching grants for donations. Lucinda was always in the top tier of donors.

Your comments will directly shape the final plan and what appears on next year’s ballot. All comments from the public review period are due on Thursday, December 19, 2024, at 5 pm.
As the holiday season approaches, St. Mary’s Food Bank is preparing for our annual **Holiday Food Distributions** across several locations, and we need your help to make these events a success! Your support will ensure that families in our community receive the nourishment they need during this special time of year.
Managing this fire to allow it to consume hazardous forest fuels such as pine needles, cones, and dead wood, which will help create a buffer in an area that is typically susceptible to the direction of catastrophic wildfires during traditional southwest winds. In the long run, the treatment this fire provides will help protect residents, the surrounding community, powerlines, and the airport.
Fire managers across three districts have plans for 14 prescribed burn projects spanning locations across the national forest, comprising thousands of acres. Since prescribed burns are dependent upon weather conditions, some or all these projects may be implemented. Dates of implementation can also change or projects postponed or cancelled if conditions are not ideal.
PHOENIX — The Arizona Department of Housing (ADOH), will host the annual Arizona Housing Forum at the We-Ko-Pa Casino Resort in Fort McDowell, AZ from August 21-23, bringing together hundreds of affordable housing and homelessness stakeholders committed to building an Arizona for everyone.
The 2024 Arizona Housing Forum provides an unparalleled opportunity for affordable housing and community development professionals to learn, network, and share ideas that create and improve housing and community development choices in Arizona.
“The Arizona Housing Forum is an important event for the state and all our community housing partners as we look for smart solutions to our housing needs,” said ADOH CEO Joan Serviss. “Coming together to share ideas, successes, and challenges and to learn from each other creates the bridge that gets us to those affordable solutions.”
FLAGSTAFF — Due to increased precipitation received across the Coconino National Forest, fire restrictions will be lifted at 8 a.m. tomorrow, July 26, 2024.
While forest-wide restrictions have been lifted, several areas of the Coconino National Forest are subject to permanent year-round fire restrictions, which will remain in effect.
Additionally, forest visitors are asked to adhere to best practices while building a campfire. Where fires are permitted, use established fire rings, fire pans or mound fires, and keep fires small. Never leave a campfire unattended. Use at least 6 gallons of water and a shovel to completely extinguish a campfire. Before leaving a campsite, make sure all campfires are dead out, wet and cold to the touch.
FLAGSTAFF — The City of Flagstaff will lift current fire restrictions and return to Stage 0 fire restrictions on Friday, July 26 at 8 a.m.
Under Stage 0 fire restrictions,
Smoking and use of electronic cigarettes are prohibited in all public places within the City of Flagstaff, including City Parks, Open Spaces, and the Flagstaff Urban Trail System (FUTS) at all times.
The focus of the thirteenth Regional Plan Committee meeting will be to discuss the draft Growth and Land Use chapter and the Future Growth Illustration for the Regional Plan 2045. Please note that this will be the final meeting before the full draft review begins on August 27.

COCONINO COUNTY — After consultation with partner agencies in the region, Coconino County Emergency Management (CCEM) and the County Manager’s Office will be downgrading the County’s fire restrictions to Stage 1 on Friday June 28, 2024 at 8 a.m.
During Stage 1 fire restrictions the following activities are prohibited at all times, unless exempted by the County’s Wildfire Defense Ordinance:
Igniting, building, maintaining, or using a fire, including fires fueled by combustible materials such as wood, charcoal, briquettes, and/or coal.
Smoking outdoors.
Use of explosive targets, tracer rounds, or incendiary ammunition.
FLAGSTAFF —The City of Flagstaff will move back to Stage 1 Fire Restrictions at 8 a.m. on Friday, June 28, 2024.
Under Stage 1 Fire Restrictions,
Permits for open burning within the City will not be issued.
The sale or use of consumer-grade fireworks is prohibited.
The use of charcoal and wood-fired BBQs are prohibited in City parks and open spaces.
Use of fire pits and other open flame devices without an on/off switch are prohibited on Red Flag Warning days, as issued by the National Weather Service.
FLAGSTAFF — The Schultz Creek Drainage Improvements Project at US HWY 180 has experienced delays from unforeseen developments in the relocation of existing utility lines. The project is now expected to be substantially complete by the last week of July. Road paving and landscaping will commence by mid-August.
The existing stormwater infrastructure at US Hwy 180 remains in place and will not be removed until the Drainage Improvements Project is complete. Flood risk to the area was significantly reduced in 2023 by the installation of detention basins upstream and the addition of a new 48-inch storm pipe near Fire Station No. 5. The current project will continue flood mitigation efforts by increasing the capacity of the culvert to accommodate a 100-year storm.

FLAGSTAFF — Coconino National Forest fire managers will begin preparing this summer for the upcoming Timberline prescribed burn project adjacent to the Timberline community northeast of Flagstaff, which burn will be conducted at later dates between mid-October and mid-November.
Residents will begin to see dozers and personnel working in the forest around the prescribed burn area throughout the summer as they prepare the landscape for a safe and successful burn.
This 1,730-acre project is important as it will remove forest fuels in strategic areas, helping mitigate and protect the Timberline-Fernwood and surrounding communities from future extreme wildfires.
COCONINO COUNTY — The Coconino County Board of Supervisors recently toured the Pipeline Fire Flood Area to observe the progress of post-wildfire flood mitigation in the eight fire-impacted watersheds.
In the fifteen months since the receipt of federal funding, the Coconino County Flood Control District (District) has implemented over $60 million worth of mitigation, including over 240 acres of watershed restoration, over 250 erosion control structures, and nearly 5 miles of storm drain pipe and concrete channels.
“It’s monumental,” said District 4 Supervisor and Chair of the Board Judy Begay. “When I see the pace and scale of what has been accomplished to improve conditions for our people, I feel very proud of this team.”

The four grants awarded to the City by WIFA include $750K to accelerate the replacement of water meters with ultrasonic meters, $136K to improve the tracking of non-revenue water, $60K for the development of a watershed model for the Upper Lake Mary Watershed, and $80K for the development of a computer model that will integrate the City’s existing surface water and groundwater models.

COCONINO COUNTY — Coconino County Recorder’s office is offering a new service called Recording Notification Alerts. Recording Notification Alerts is a free service for the benefit of all who own property or businesses in Coconino County. It monitors documents recorded with the County Recorder’s office and alerts subscribers. This program will notify participating subscribers by email when a document is recorded with a name and/or business that matches the subscriber. This service applies only to documents recorded after signing up. Users will also be able to unsubscribe or make updates to this service at any time.

COCONINO COUNTY — Fire danger has changed to “High” on all three districts with continued windy and warmer temperatures throughout the forest, Coconino County officials reported on the county’s Facebook page
When the fire danger is “High,” fires can start easily from most causes, and small fuels (such as grasses and needles) will ignite readily. Unattended campfires and brush fires are likely to escape. Fires will spread easily, with some areas of high-intensity burning on slopes or concentrated fuels. Fires can become serious and difficult to control unless they are put out while they are still small.
FLAGSTAFF — The Flagstaff Fire Department is planning a prescribed burn on Tuesday, May 21 in the Observatory Mesa Natural Area off Forest Service Rd 515A and Westridge Rd. The burn area is approximately 123 acres. Sections of the Observatory Mesa Trail will be closed to the public during firing operations. The Mars Hill, Tunnel Springs, and Karen Cooper FUTS trails will remain open. There will be an increased firefighter presence in the area during the hours of 7 a.m. and 4 p.m.
Smoke is expected to drift to the northeast over the neighborhoods of Westridge, Anasazi Ridge and Ridge Crest. Fire managers will coordinate with neighboring national forests, national parks, fire departments, and the Arizona Department of Environmental Quality to monitor smoke impacts.
The focus of the ninth Regional Plan Committee meeting will be to discuss the draft Future Growth Illustration and initial Land Use Framework for the plan.
