The Board of Supervisors and County staff on Jan. 14 recognized Workforce Development Specialist , who was recently honored by the Arizona Daily Sun as Female Citizen of the Year for 2019. Toehe, the first Native American to be named a Citizen of the Year by the publication, received a standing ovation as she was recognized.

Toehe is very active in the community and serves on numerous panels, including the Coconino County Inter-tribal Advisory Council, which relates the concerns of indigenous populations to the Board of Supervisors. She helped found the Citizen Liaison Committee, which works with the Flagstaff Police Department to ensure a healthy relationship between the community and law enforcement. She is also an active member of the Indigenous Circle of Flagstaff and is on the elder council at the national level for the American Indian Science and Engineering Society.
