District 5 Highlights
Coconino County Offices closed Veterans Day

All Coconino County offices will be closed Monday, Nov. 11 in observance of Veterans Day.

While the administrative offices at the Sheriff’s Office will be closed, Dispatch, Patrol and Detention will conduct business as usual. Records will be open from 8 a.m. – 4 p.m. Please dial 9-1-1 for emergencies. For non-emergencies, dial 928-774-4523 to connect with the non-emergency Dispatch number or to leave a message for one of the administrative offices.

Coconino County Health and Human Services (CCHHS) Animal Management will have an officer available from 7 a.m. – 5:30 p.m. Contact the CCHHS Animal Management office at 928-679-8756 to leave a message and an officer will return the call. Please call 9-1-1 for any emergencies.

In the event of a snow storm or other impactful weather during the holiday, County Public Works crews will be deployed to keep County roadways open and passable.

Coconino County’s parks and natural areas will remain open during the holiday, but administrative offices at Fort Tuthill will be closed. The Fort Tuthill Bike Park is open, weather dependent. Drinking water is available at Fort Tuthill County Park and Louise Yellowman County Park (located near Tuba City), and bathrooms are still available at Raymond, Peaks View and Sawmill County Parks. Water has been turned off at all park ramadas.

2019 Navajo Bridge Star Party at Marble Canyon, AZ
October 25 & 26, 2019
This year’s Navajo Bridge Star Party was PREFECT with a crisp clear night sky. Thank you to all the sponsors, volunteers and presenters. I began the Navajo Bridge Star Party as an economic effort to help extend the business season in the region.

Fall is the best time of the year for hiking, fishing, camping and star gazing in this beautiful colorful place. We are continuing our work to extend Grand Canyon North Rim season. Our study estimates that extending the North Rim visitor season by an additional four weeks (two weeks in both May and October) would result in $14.2 million in economic activity to the regional economy and support 183 jobs.

Chair Lena Fowler and Board of Supervisors attend CSA’s 15th Annual Legislative Summit 
The Coconino County Board of Supervisors attended County Supervisors Association of Arizona (CSA) 15th Annual Legislative Policy Summit on October 28-30, 2019. Supervisors from across the state of Arizona discussed fiscal priorities and policy ideas for the 2020 state legislative session. Coconino and Yavapai Counties asked fellow supervisors to prioritize a new vacation rental law.

At the Board meeting this past week:
The Board of Supervisors headed to the City of Maricopa this past week where Pinal County hosted the annual County Supervisors Association (CSA) Legislative Summit. At the Summit, Supervisors from across the state discussed fiscal priorities and policy ideas for the 2020 state legislative session. Coconino and Yavapai Counties asked fellow supervisors to prioritize a new vacation rental law.
The Board of Supervisors will convene for a regular meeting at the Public Works Sheep Hill facility in Flagstaff on Tuesday, Nov. 5. The Board was expected to appoint Dr. Tommy Lewis as the new Superintendent of Schools and consider a consent agenda. They also discussed the Road Maintenance Worker Retention and Recruitment Program and discussed the roles and duties of the Chief Financial Officer and Deputy County Manager. The Board concluded the day with a presentation, facility tour and discussion on the Public Works Department’s Main Building Renovation Assessment.

The Board also joined the Flagstaff City Council at 4 p.m. Monday, Nov. 4 for a joint Board/City Council meeting held at Flagstaff City Hall.

Health and Human Services

Flu Case Reported

Coconino County Health and Human Services (CCHHS) officials announced the first case of influenza for the 2019 – 2020 flu season in the County. The individual has recovered from the illness.

Due to the case, public health officials are reminding citizens to receive the flu vaccination (flu shot).

“Influenza can be a serious disease,” said Thomas Pristow, CCHHS Director and Chief Health Officer. “Even healthy people can get very sick from the flu and then spread it to others. The first confirmed flu cases of the season are an important reminder for everyone to get vaccinated to protect themselves and to protect others.”

The Centers for Disease Control and Prevention (CDC) recommends a yearly flu vaccination as the first step in protecting against flu viruses. It is strongly recommended that everyone 6-months old and over get a flu shot each year.

Flu shots are available by appointment from 8 a.m. –– 5 p.m., Monday – Friday, at the CCHHS Clinic, 2625 N. King Street, Flagstaff. Walk-ins are accepted as availability permits. Call the CCHHS Clinic at 928-679-7222 to make an appointment.

The cost for a flu vaccination at the CCHHS Clinic is $30. High-dose flu vaccinations are $50.  As a courtesy, the CCHHS will bill the insurance company, but those seeking a flu shot should check with their insurance provider to determine whether they are covered and asked to bring their insurance card. No one will be denied services due to inability to pay.

Flu symptoms include fever, chills, muscle aches, cough, congestion, runny nose, headaches and fatigue. Complications of flu can include bacterial pneumonia, ear infections, sinus infections, dehydration and worsening of chronic medical conditions, such as congestive heart failure, asthma, or diabetes and can cause death.

In addition to getting a seasonal flu shot, these actions can stop the spread of germs and help protect people from getting sick:

  • Wash hands frequently during the flu season.
  • Avoid touching eyes, nose or mouth.
  • Avoid contact with people who are sick.
  • Cover your mouth with your upper sleeve or with a tissue when coughing or sneezing.
  • Don’t share eating utensils, cups and straws.
  • Stay home when you are sick.

Board taps Navajo Nation educator for County Superintendent of Schools

The Coconino County Board of Supervisors selected Dr. Tommy Lewis as the new Superintendent of Schools. The Board confirmed the appointment during the regular Board meeting on Nov. 5 and Dr. Lewis will begin his service on Nov. 18.

Dr. Lewis replaces Dr. Risha VanderWey, who began serving as the Tuba City School District Superintendent in August. Dr. Lewis’ term runs until Dec. 31, 2020. A primary and general election will be held in 2020 for a new term beginning in 2021.

“The Board interviewed many talented and highly deserving candidates for the position,” said Chair of the Board of Supervisors Lena Fowler. “We’re happy to welcome Dr. Lewis who brings a vast amount of experience and expertise to our County. Through his leadership in education, he will help nurture the County’s most valuable resource – our children.”

Currently, Dr. Lewis is the Superintendent of Schools for the Navajo Nation Department of Dine’ Education, which he’s held since 2015. He has over 30 years of experience in education as the President of Dine’ College on Navajo Nation and Northwest Indian College in Washington. He was also the Superintendent of Greyhills Academy High School and Associate of Superintendent and Principal for the Coconino County Accommodation School District.

“I’m honored the Board selected me as the new Coconino County Superintendent of  Schools,” said Dr. Lewis. “I’ve dedicated my career to furthering the education of children and look forward to continuing that work with Coconino County. I believe that the Superintendent’s leadership sets the tone for the entire district and serves as the main connection between the community, the teachers and the schools. I will work to build that trust throughout the County and improve programs and provide clear direction.”

Dr. Lewis earned his doctorate in education leadership at NAU and is a certified teacher, principal and superintendent by the state of Arizona. He received his master’s degree and his bachelor’s degree at NAU as well.

The Coconino County Education Service Agency (CCESA) provides education services for students in Coconino County, from pre-school through grade 12, ensuring that they receive an exemplary education. CCESA provides education services in the areas of political advocacy, community and professional development, school elections and financial services. It also provides direct school services through the County Accommodation District.

Outreach Coordinator/Tribal Liaison

Job Description:

The Outreach Coordinator/Tribal Liaison reports directly to the Director of Communications. This position has two complementary objectives: coordinating statewide outreach efforts and developing ongoing relationships and communication between the office and any Native American nations, tribes, pueblos or stakeholders affected by the Secretary of State’s office.
A successful candidate will be able to assist in the development of meaningful relationships with diverse communities throughout the state, promote the mission of the Office of the Secretary of State, while identifying gaps in the agency’s services, and plan for and implement methods for addressing those gaps.

Duties include:

  • Communicate and collaborate with community leaders and tribal members and administrations to ensure that all phases of the electoral process are accessible. This would include assisting and/or conducting voter registration drives.
  • Serve as liaison between the Secretary of State’s Office and community groups as well as tribal administrations and communicate with tribal voting rights coordinators and community voter outreach and engagement advocates regularly.
  • Assist with the efforts of the Outreach Advisory Committee.

Job Description:
Accounting/ Budget Management

  • Monitors or oversees the monitoring of a variety of account expenditures; maintains and reconciles detailed budgets for various accounts; advises and/or determines which expenditures are within the budget guidelines; informs management of irregularities and proceeds with corrective action in consultation with appropriate offices and supervisor.
  • Daily processing of various forms using PeopleSoft system: RQS, RC, IDT, Expense Reports, and others as needed, ensures these are accurate, and filed with appropriate documentation. Keep detailed and accurate records of all forms and financial processes completed.
  • Responsible for monthly reconciliation of ONAI state, local, foundation, and grant accounts, ensures expenses are distributed to the correct account.
  • Serves as purchasing card liaison for the Office of Native American Initiatives (ONAI) departments, ensures accurate account distribution and appropriate documentation is added to Pcards.
  • Orders all office supplies and other supplies as needed. Interprets and provides guidance regarding all NAU accounting policies and makes recommendations to the Executive Director regarding ONAI procedures.
  • Provides VP of Native American Affairs and Executive Director with status of funds balances and monthly, summarized, detail expense reports.
  • Approves/authorizes expenditures or actions for administrative and operational needs, may need to obtain higher-level signatures.
Monitoring/ Supervising NACC
  • Provides training and co-supervises NACC student staff (student workers, graduate assistants, and interns).
  • Serves as first point of contact for information and requests with outside organizations, on-campus Native American programs, and other NAU departments and programs who wish to use the NACC.
  • Assists Executive Director in managing the daily operations of the Native American Cultural Center, including some event scheduling and assisting in event setups, such as setting up audiovisual equipment, laptops, and speakerphones.
  • Assists the Executive Director in working with staff in the NACC to maintain the safety and maintenance; submit and follow up on work orders for the NACC; and makes arrangements for unique needs of event organizers as well as visitors. In general, assists in ensuring the NACC runs smoothly and efficiently.
Administrative
  • Oversight of front office responsibilities including mail, filing, answering phones, sending faxes, word processing, mass mailings, and assisting NACC student staff and visitors.
  • Prioritizes, plans, and arranges meetings, conferences, and appointments for ONAI department administrators; determines and prepares materials needed for meetings, conferences, and appointments.
  • Also serves as first point of contact with Tribal Nations and organizations, responsible for scheduling meetings, conferences, and other events for the VP and other Native American Initiatives departments.
  • Serves as the ONAI liaison to faculty, staff, students, alumni, outside agencies and the public, concerning information or complaints about ONAI departments at large. Also serves as the ONAI liaison with the Office of Indigenous Student Success (OISS) to collect information regarding upcoming events, visits, etc.
  • Coordinates business affairs, including certain types of correspondence, personnel matters and may interpret policies and procedures. Investigates, evaluates, and resolves typical administrative/operational problems or situations impacting staff/faculty work unit, in consultation with supervisor.
 Human Resources/ Payroll
  • Processes and approves online/ manual timesheets on a bi-weekly pay schedule for student and temporary staff.
  • Arranges interviews for hiring student employees, and participates in hiring process.
  • Processes new hire paperwork for student workers and part-time employees employed at the NACC/ONAI, as well as initiating ePARS, supplemental forms, and federal work-study applications.
  • Reconciles the payroll reports to the Enterprise Reporting system. Interprets NAU HR and payroll policies and makes recommendations to the Executive Director.
 Travel Processing
  • Completes all processes related to NAU travel for the Office of Native American Initiatives departments, including the VP, Senior Director of Development, the Executive Director, and the Director of Special Projects and Alumni Relations, and others as requested.
  • Makes travel arrangements, including reservations and itineraries, for ONAI staff, as requested. Interprets NAU travel policies and makes recommendations as needed to the VP on Native American Affairs and the Executive Director.
  • Makes travel arrangements and books accommodations for visiting tribal partners, guest speakers, artists, and members of NAU’s Native American Advisory Board, and others as requested.
NAU is currently engaged in an Organizational Growth and Effectiveness Initiative, which focuses on positioning the University for future success of its operational practices.  As a result, some aspects of this position may be subject to change, such as, but not limited to:  duties, titles, reporting structure, etc.

Minimum Qualifications

  • Bachelor’s degree in Business or field pertinent to work unit AND one year of directly related administrative experience; OR,
  • Five years of directly related administrative experience; OR,
  • Any equivalent combination of experience, training, and/or education.
