Winter Parking Ordinance Begins
Friday, November 1st
Coconino County’s annual Winter Parking Ordinance 2017-11 will be in effect between Friday, Nov. 1 and Wednesday, April 1, 2020. The ordinance requires parking restrictions from County maintained rights-of-way during snow season and for the enforcement of parking restrictions either by citation or towing.
Between Nov. 1 – April 1 of each year, motor vehicles must be kept clear of County maintained rights of way. Any vehicle parked in prohibited areas reserve the right to be cited or towed at the owner’s expense (not less than $200.00) due to the possibility of threatening the health or welfare of County residents. Penalties are applicable where violations take place and where signed.
Winter recreation in Coconino County has resulted in increased parking and traffic congestion, littering and other dangerous hazards that negatively impact the health, safety and welfare of residents of the County who live and/or own property adjacent to County highways and roads. Over 80 signs have been disbursed to identify County roadways to reinforce the ordinance.
Pursuant to Arizona Revised Statute § 11-251, the County Board of Supervisors may manage public roads within the County, as well as, pursuant to Arizona Revised Statute § 11-251.05, adopt all ordinances necessary or proper to carry into effect such powers.
It is a primary responsibility of the County to keep County owned, or maintained, rights -of-way reasonably clear of snow and provide major access for emergency vehicles. Most motor vehicles left parked in the streets become a hazard, both to the County snow removal equipment and to the owner of the vehicle.

The City of Flagstaff’s annual Winter Parking Ordinance View City Code 9-01-001-0003
There is NO PARKING on city streets or alleyways from midnight to 7:00 a.m. The City of Flagstaff’s Winter Parking Ordinance goes into effect on November 1st and will remain in effect to April 1st. This parking restriction is enforced whether it is snowing or not. This ordinance allows our Streets Section crews to thoroughly plow streets for your safe travel and it also aids street sweepers in the removal of cinders following a snowstorm.
The Flagstaff Police Department does enforce the ordinance. If you are parked in violation of the ordinance and it’s not snowing, you will receive a ticket. If you are parked in violation of the ordinance and it’s snowing, you are likely to have your vehicle towed away as well as receiving a citation.
Clearing Sidewalks ordinance is also in effect, View City Code 8-03-001-0004
Property owners and occupants are responsible for keeping the sidewalks adjacent to their property free and clear of any accumulation of snow, ice, or other obstruction; in any event no later than 24 hours after the accumulation. The ordinance also prohibits moving snow or ice onto city streets or alleys. Shoveling snow onto streets after plowing compounds ice buildup. Changes in the Safe Sidewalk Ordinance include owners/occupants being served a Notice of Violation 1 time per season with unsafe sidewalks being abated at their cost.
Please be considerate of your customers/neighbors…clear off your sidewalk following a snowstorm, deposit of snow or ice from street clearing efforts or other accumulations.
Kaibab National Forest to offer
Christmas Tree Tags
The Kaibab National Forest will sell over-the-counter and through-the-mail Christmas tree tags for each of its three ranger districts beginning Nov. 18 in order to allow members of the public to enjoy the popular holiday tradition of cutting one’s own tree. With 1,800 tags available, there should be sufficient supply to meet demand for this sought-after public service.
The $15 permit will allow the holder to cut a tree of any species that is not more than 10 feet in height within a designated area on the Kaibab National Forest from Nov. 18 through Dec. 24. The tag is good for a tree on the ranger district from which it was purchased and can’t be used to cut a tree on a different district unless specifically noted. No refunds will be made, even if weather conditions prevent access to cutting areas.
Individuals who purchase tags will be provided with a map showing their designated cutting area along with additional tree cutting instructions. The number of available tags and tree species, locations and hours for purchasing the permits, and contact information for each ranger district are as follows:

Community Safety Workshops
In light of recent public acts of violence, Flagstaff Community Safety is presenting two free trainings for those 16 years and older to ensure that Flagstaff is a prepared and safe community. The first training, Civilian Response to Active Shooter/Attack, gives individuals the skills to respond during an active violence event.  It will be held on Tuesday November 5h, 2019 at the Double Tree. The second event, Intro to Stop the Bleed training, helps equip community members with the vital medical skills that can save a life during one of these events. It will be held on Thursday November 14, 2019 also at the Double Tree.

Wilding Permits on sale Now
People wanting to collect live trees, known as wildings, from the Coconino National Forest may purchase wilding permits starting today through Nov. 30.
There are typically two wildings permit seasons—one in the fall and another in the spring, with each season lasting for approximately one month while the plants are dormant.
Permits are available for evergreen trees across the Flagstaff and Mogollon Rim ranger districts, which includes Douglas fir, white fir, Ponderosa pine, pinyon pine, and juniper. Oak is available, but only on the Flagstaff Ranger District. Due to the severe decline of aspen stands across the forest and lack of natural regeneration, aspen seedlings will not be offered this season.
Trees up to 4 feet tall for evergreen (and 6 feet tall for Oak on the Flagstaff Ranger District) may be collected. However, for the best chance of successful transplanting, foresters recommend that selected seedlings be much smaller in size—less than 4 feet. The permit fee is $1 per foot, with a minimum of $20 per permit. A Wildings Program Map will be provided with each permit purchased (except for the Mogollon Rim Ranger District wildings, as they are available district wide).
