Supervisor Lena Fowler presents at First Nations Voting Rights Conference in Salt Lake City, UT

On Sept. 26, 2019, Supervisor Lena Fowler served as a panelist at the First Nations Voting Rights Conference in Salt Lake City, Ut . A conference hosted by the Navajo Nation Human Rights Commission and the Rural Utah Project.

In her presentation Supervisor Fowler shared that there are 97,645 registered voters in Coconino County with 17,338 of registered voters being Native American. Coconino County has a total of 71 precincts with 16 being Native American precincts. For the Nov. 6, 2018 General Election Coconino County issued 56,408 early ballots by mail. 39,255 early ballots were accepted and counted.

Coconino County Elections has a satellite elections office located in Tuba City, Navajo Nation, AZ where the Native American Outreach Program is housed. Their outreach includes translating from English into the Navajo language all materials and ballots and including the Navajo language on touchscreen voting equipment. The program also delivers voting information at local flee markets, food distribution and chapter meetings.

Northern Region Coconino County Employee Recognition 

Also on Sept. 26, 2019, Coconino County employees working in the northern region of the County gathered for the annual employee recognition in Page, AZ. Among those honored at the event included:

Ernest Greymountain, Public Works – Grader Operator received recognition for 20 Years of Service. Ernest works to maintain county roads in the Kaibeto area.

Leann Johnson, Health and Human Services –  Public Health Educator received a customer service award for bringing health and nutrition educational programs to County Navajo Nation communities. (Not pictured)

Miranda Morales, Board of Supervisors – Executive Assistant was recognized for her efforts in a team setting for planning and organizing the 2019 Colorado Plateau Economic Development Symposium.

Stephanie Nez, County Manager’s Office – Receptionist was recognized for her efforts in going above and beyond her job duties to organize Fall 2018 and Spring 2019 Coconino County court sessions in Tuba City.

The Navajo Nation County Roads Team: Juan Williams, Jimmie Honanie, Ernest Greymountain and Carlos Paddock were recognized for their efforts in 2018/19 winter season assisting with the snowplowing of county roads. The record breaking winter dubbed “Snowmaggedon” when 31.6 inches of snowfall fell in just 17 hours on February 21, 2019.

Court is Adjourned!

This past Friday, 09/20, Flagstaff Justice and Flagstaff City courts held court in Tuba City where 30 individuals were able to handle their court cases a little bit closer to home.  

This county service has become highly successful over the years, allowing many individuals to use this opportunity to address their court issues/ warrants. Individuals with cases with one or both courts are able to be seen in Tuba City who otherwise might find it difficult to travel to Flagstaff. What is being referred to as ‘traveling court’ is held twice a year in the spring and fall months in Tuba City.

Thank you to Judge Howard Grodman of Flagstaff Justice Court and Judge Thomas Chotena of Flagstaff Municipal Court for their time and travel to make traveling court possible. And a special thank you to the staff at Tuba City Judicial District for their partnership and for the use of their facility.

I am pleased to announce and welcome Verlin Joe of Tuba City to the Coconino County Planning and Zoning Commission. Verlin was appointed at the 09/24 Board of Supervisors Meeting.

Verlin is a Marine, who has dedicated himself to public service. He volunteers in his community and also serves as Vice-Chair of the To’Nanees’Dizi Planning and Zoning Committee. Verlin is 19 years old and may be in the youngest person to have been appointment to the commission (we are currently checking).

The Planning and Zoning Commission is a 10-member volunteer citizen’s board in Coconino County responsible for reviewing applications for Conditional Use Permit, Subdivisions, Zone Changes, and other development proposals. The Commission is advisory to the Board of Supervisors with the Planning Commission forwarding a recommendation to the Board for final action. As defined in Arizona Revised Statutes, the core goal of the Planning & Zoning Commission is protection of public health, safety, and general welfare of County residents.

The Commission meets the last Wednesday of each month.

The PROMISE Act
Thank you Congressman Tom O’Halleran for introducing the PROMISE Act. This is our bill! We have been talking about this idea for several years now, finally here it is! This legislation recognizes the impact of the closure of the federally-owned Navajo Generating Station. The impact from its closure is immense from population loss in our communities as jobs leave to the incalculable financial loss.

Several years ago, I was driving to a meeting when I heard an NPR radio story about a military base and that story reminded that NGS is a federal facility, Congress approved building NGS in 1968. So, I thought now that NGS is closing, Congress needs to do what it did when it closed military bases across the country which is direct federal resources to the impacted region and promote economic development. This concept was written into a simple one-page fact sheet which was then approved by the Coconino County Board of Supervisors as part of its legislation agenda. In March of this year, the Board of Supervisors took this legislative proposal to Congress. I am proud to say our congressional delegation accepted our proposal and here it is the O’Halleran’s PROMISE Act.

Now that the Promise Act has been introduced to Congress, it is more important than ever to establish the Colorado Plateau Economic Development Alliance. This region wide alliance partnership will work with the communities on economic development and planning the future for the next generation. Find the full PROMISE Act at:

Coconino County News
At the Board meeting this past week:
On Tuesday, Sept. 24, the Board of Supervisors held a regular Board Meeting. They
considered a consent agenda and had discussions on dependency matters; a welcome with the new Flagstaff City Manager, Greg Clifton and a discussion regarding a proposal on harness racing at Fort Tuthill Park.

On Tuesday, Oct. 1, the Board of Supervisors will hold a regular Board Meeting. They will  consider a proclamation designating October 2019 as Domestic Violence Awareness Month. They will also have a discussion regarding the County Supervisors Association and Arizona Association of Counties legislative proposals.

Supervisors and the County Flood Control District will also meet with area Mayors and Councils from across the County to discuss flood control district issues and priorities.

Lawrence Littleman & Juan Williams Place Second in NTICC
Motor Grader Competition

Senior Operator Lawrence Littleman and Trades Supervisor Juan Williams earned a second-place honors in a “Heavy Equipment Roadeo” motor grader competition that was part of the 2019 Annual National Transportation in Indian Country Conference (NTICC), which was held in Big Sky, Montana from Sept. 16 through Sept. 19. Their excellent grader skills, which are honed daily on Navajo Nation roads maintained by the County, bested most of a tough 60+person field of road maintenance professionals who participated in the loader competition. Congratulations, Juan & Lawrence!

This was Public Works’ third appearance at the NTICC, which is held annually to provide
information and resources for improving transportation infrastructure on tribal lands. This year’s conference attracted more than 500 tribal, federal, state, and private transportation professionals from across the country, which included representatives from the Bureau of Indian Affairs, Navajo Nation Division of Transportation and other entities.
