District 2 Update
December, the year’s final curtain, is upon us. The evenings are drawing in, the nights growing colder, and the December wind is blowing the dry leaves from the trees. Hopefully it is also a time to count our blessings, spend time with loved ones and pull out the “ugly Christmas sweater” that I love!
With the more snow expected this week, please be conscious of your surroundings and drive slow on snowy and icy roads.
I look forward to baking Christmas goodies and putting the last touches on decorations. I wish you time to celebrate Hanukkah, Christmas, and New Years with blessings, food, and loved ones. Enjoy the week!
Holiday Parade of Lights
Please join the Greater Flagstaff Chamber of Commerce, Vora Financial Group and the Flagstaff community to kick start the holiday season with the Vora Financial Holiday Parade of Lights with support from APS.

Limited number of Christmas tree permits left for Coconino NF
Coconino National Forest has approximately 200 over-the-counter Christmas tree permits left for sale at the Mogollon Rim Ranger Station near Clints Well. The Flagstaff Ranger Station has sold all of its 500 permits and will not have any more for sale.
The remaining Christmas tree permits at the Mogollon Rim Ranger Station are available at $15 each, which must be paid for in person by cash, credit card, or personal check. The permits will be issued one per household on a first-come, first-served basis and cannot be reserved.
The Mogollon Rim Ranger Station started with 600 permits for sale for areas within the Mogollon Rim Ranger District, which includes Fir, Pinyon Pine, and Ponderosa Pine trees in designated areas located approximately 1 to 2.5 hours south of Flagstaff.
Public Safety Fee Going Into Effect
Beginning Dec. 1, Arizona motorists expecting vehicle registration renewals will see a new Public Safety Fee. The fee was established by state law to support public safety and Highway Patrol operations. The fee goes into effect for registrations due in January which can be paid as early as Dec. 1, and immediately for newly registered vehicles.
The fee will be collected during the vehicle-registration process administered by the Arizona Department of Transportation Motor Vehicle Division. Arizona statute established the method for collecting the fee and sets the process for determining the amount based on a formula designed to support Highway Patrol operations.
Highway Patrol operations — among the most visible functions of the Arizona Department of Public Safety — include response to collisions on Arizona highways, enforcing state laws designed to keep the motoring public safe, arresting impaired drivers, assisting motorists in distress, air-rescue operations and patrolling more than 6,800 miles of highways.
Most motorists will pay $32 per vehicle, per year. Street-legal golf carts and primarily off-highway vehicles will pay $5. Those who register a vehicle annually or pay for a two- or five-year registration will pay the entire amount up front for each registered year.
The funds raised through the Public Safety Fee will not only provide necessary dollars for public safety, but will advance maintenance and construction of Arizona’s highway infrastructure, including the state’s Key Commerce Corridors that support economic development around the state.
Over the past decade, much of the Highway Patrol’s budget was considered part of the Arizona Highway User Revenue Fund, the gas-tax account that supports Arizona roadways, including law-enforcement support. The new $32 Public Safety Fee will allow gas-tax money to support roadway maintenance and construction, while providing a different source of funding for Highway Patrol operations.

Congratulations Dr. Peoples and Kim Musselman
Coconino County Manager James Jayne appointed Dr. Marie Peoples as Deputy County Manager. Peoples has served as the Coconino County Public Health Services District (CCPHSD) Chief Health Officer since 2013. Jayne also appointed Kim Musselman to fill the Director of Special Initiatives position. The Board of Supervisors confirmed both appointments this week.
Earlier this year, the Board of Supervisors approved a concept that this Deputy County Manager will guide the critical county functions of justice, human services and health. The concept will help improve outcomes for shared populations, identify efficiencies and best practices, model cooperation and further develop the Collective Impact program.
“During this recruitment process, there were several highly qualified candidates and we’re very excited to have Dr. Peoples as the new Deputy County Manager,” said County Manager Jayne. “The County has been engaged in transitions of leadership and filling the crucial open positions necessary to continually strengthen our mission. I look forward to working with Dr. Peoples and Kim on our leadership team as we continue to invest strategically in service to the people of Coconino County.”
Musselman, currently the Special Assistant to the County Manager, will oversee special projects, such as the Census 2020 and help manage the transition of leadership at CCPHSD. She has served the County for 20 years in the County Manager’s Office, the Public Fiduciary, the County Attorney’s office, Adult and Juvenile Probation and the Sheriff’s Office. Musselman is a graduate of Arizona State University & Northern Arizona University.

Food Safety Alert
CDC, public health and regulatory officials are
investigating a multi-state outbreak of Shiga toxin-producing Escherichia coli O157:H7 (E. coli O157:H7) infections linked to romaine lettuce from the Central Coastal growing regions in northern and central California.
Based on new information, the FDA and CDC recently released updated guidance for consumers regarding the consumption of romaine lettuce in response to the outbreak. Romaine lettuce is safe to consume unless it is from the Central Coastal region of northern and central California. All types of romaine lettuce from this region, or an unknown growing region, even if part of a salad mix, should be thrown away and not eaten.
Romaine lettuce from the following regions
is not linked to the ongoing outbreak and is safe to
consume:
• Desert growing region near Yuma
• California desert growing region near Imperial County and Riverside County
• The state of Florida
• and Mexico
In the future, romaine lettuce will be labeled with the harvest region and harvest date, but until then any product that is from the Central Coastal region or from an unknown harvest site should be discarded. CDC suggest those with symptoms visit a medical provider. Wash and sanitize drawers or shelves in refrigerators where romaine was stored. For more information, click here.
